Fairmont Hospital (FMT), as represented by the Alameda Health System (AHS) Health Equity, Diversity, and Inclusion (HEDI) committee, is evaluating development of a program to identify opportunities for diverse vendors to participate in procurement activities, and where qualified diverse vendors are available to serve a FMT/AHS need, to facilitate establishing business relationships with such vendors. It is anticipated that such a program would identify qualified diverse vendors when procurement needs arise and give appropriate weight to vendor diversity status when evaluating vendor proposals.

How does your hospital encourage and seek out minority, women, LGBT, and disabled veteran business enterprises to become potential suppliers?
FMT, as an AHS affiliate, currently includes vendor diversity status as one of a number of weighted factors considered when evaluating competitive solicitations (i.e. RFP, RFQ, RFI, etc.). Diversity status can account for up to 10% of the total points available during evaluation of competitive solicitations. As a member of HEDI, FMT is evaluating development of a program to identify opportunities for diverse vendors to participate in procurement activities. Should FMT proceed with development and implementation of a formal vendor diversity procurement and engagement program as a HEDI participant, elements that may be considered include the requirement that all procurement activities identify at least 1 diverse vendor capable of meeting AHS procurement needs and that all factors being equal the diverse vendor shall be selected. Such a program would likely include provision of support for procurement staff in identifying qualified diverse vendors capable of meeting FMT procurement needs, as well as creation of a vendor registry in which vendors submit their names and interest in being considered for future procurement opportunities.
How does your hospital encourage its employees involved in procurement to seek out minority, women, LGBT, and disabled veteran business enterprises to become potential suppliers?
Presently, procurement staff may review and consider vendor diversity status as part of their overall process for evaluating vendors for inclusion in the FMT supply chain. Should AHS proceed with development and implementation of a formal vendor diversity procurement and engagement program, one aspect of such an initiative may include elaboration of detailed requirements governing procurement staff inclusion of vendor diversity status in procurement decisions, as well as provision of necessary resources to enable such an effort.
How does your hospital conduct outreach and communication to minority, women, LGBT, and disabled veteran business enterprises?
FMT, as a HEDI participant, may elect to engage in community outreach in an effort to identify and develop diverse vendors for potential business opportunities on an ad hoc basis, however this is not currently part of a formal program requiring or coordinating such outreach. Should AHS proceed with development and implementation of a vendor diversity procurement and engagement program, a formal diverse vendor outreach process would likely be considered for inclusion.

As part of ongoing strategic planning efforts, FMT may develop supportive relationships with organizations possessing the skill and experience to assist FMT in the economic and social advancement of diverse vendors, including minority, women, LGBT, and disabled veterans business enterprises. Such efforts would help further the community-based development focus of the AHS strategic plan which includes FMT as an affiliated facility.

As an affiliate of AHS, FMT accounts for the vast preponderance of its facility-level expenditures as an aggregate of AHS system-level expenditures. AHS financial reporting systems are not currently configured to provide the facility-level expenditure data necessary to supply the vendor diversity spend information requested with the exceptions of capital expenditures which can be attributed at the facility-level and expenditures made through our group purchasing organization (GPO) partner, Vizient. To pull data only where attributable at the facility-level, AH has elected to report the facility-specific vendor diversity spend data exclusively based on the capital expenditures and GPO-based expenditures made during the reporting period. Separately, system-level diverse Tier 1 + Tier 2 spend (which benefits all AHS facilities) of $1,688,889 was drawn from total non-payroll non-capital spend during the reporting period of $619,929,084 representing 0.27% of that spend.
