Supplier Diversity Policy Statement

In order to ensure DSH meets the mandates of EOS-02-06 and Military and Veterans Code section 999.2 et seq. to support California's SB/DVBE business owners, it is DSH policy to first seek SB/DVBE participation in all solicitations unless there is a strong, documented business reason for not doing so. Furthermore, DSH is working to expand its SB/DVBE contracting and procurement policies by providing consideration and preference to qualified Disadvantaged Business Enterprises (DBE) whenever feasible and practical. DSH’s goal is to develop a program plan that promotes use of DBE’s in its contractual agreements and procurement.

How does your hospital encourage and seek out minority, women, LGBT, and disabled veteran business enterprises to become potential suppliers?

We seek out potentially new vendors from CalEprocure when possible. Additionally, vendors reach out to DSH-Napa procurement department. In this case, we would then request for the vendors capabilities sheet and share with the procurement staff and ordering department. For vendors who claims to be a small business or disabled veteran enterprise but is not certified, we will encourage the vendor to get certified by the Department of General Services and advise them of the benefits of preference and/or incentive available.

How does your hospital encourage its employees involved in procurement to seek out minority, women, LGBT, and disabled veteran business enterprises to become potential suppliers?

We encourage procurement staff/requesters to seek CA certified SBs, MBs, and/or DVBEs on CalEprocure for goods and services. Additionally, with DSH SB/DVBE first policy, this ensures that vendor preference is given to SBs and DVBEs. We do not request employees to specifically seek out minority, women, and LGBT owned businesses. However, should a vendor reach out to a staff, we will request the business' information so that it can be shared with others as a potential supplier.

How does your hospital conduct outreach and communication to minority, women, LGBT, and disabled veteran business enterprises?

Communication are via phone, email, and web. We educate vendors in our procurement processes, add vendor to FI$CAL, advise on certifications that are recognized, and the of the preference/incentives given to certified SB/MB/DVBE.

No data availableWe support organizations that promote or certify minority, women, LGBT and DVBE by providing bid opportunities for purchases of commodities or services. During bid opportunities, we conduct bids inviting two small businesses/micro business to bid against eachother, this allows the opportunity for competetive quotes not utilizing a large business. Additionally, we do the same for DVBE vendors, specifically seeking out those who may also be certified small businesses.
