In order to ensure DSH - Atascadero meets the mandates of Executive Order S-02-06 and Military and Veterans Code section 999.2 et seq. to support California's small business (SB) and disabled veteran business enterprise (DVBE) business owners, it is DSH – Atascadero’s policy to first seek SB/DVBE participation in all solicitations unless there is a strong, documented business reason for not doing so. It is the goal of DSH - Atascadero to promote the use of SBs and DVBEs in its procurements and contractual agreements with special consideration given to vendors who are certified women, minority, or LGBT owned.

Outreach and Communication
How does your hospital encourage and seek out minority, women, LGBT, and disabled veteran business enterprises to become potential suppliers?
DSH – Atascadero’s buyers search for potential new suppliers in Cal eProcure, an online marketplace portal. As of this FY 23/24, suppliers are now able to voluntarily provide data on ethnicity, race, gender identify, and sexual orientation which is displayed in their Cal eProcure profiles. This new functionality enables our buyers to identify suppliers in these groups. Suppliers also contact DSH - Atascadero to market their goods and services. In this case, procurement staff collect their capabilities statements and include these suppliers in future solicitations. When suppliers claim to be a SB or DVBE but are not certified, they are encouraged to contact the Office of Small Business and Disabled Veteran Business Enterprise Services (OSDS) at the Department of General Services (DGS) to apply for certification. We advise suppliers of the benefits that come with certification such as preferences and incentives in the state procurement and contracting process. It is important to note than many SBs and DVBEs are also minority, women, and LGBT business owners.
How does your hospital encourage its employees involved in procurement to seek out minority, women, LGBT, and disabled veteran business enterprises to become potential suppliers?
DSH - Atascadero encourages procurement staff and requestors to identify California certified SBs and DVBEs listed in Cal eProcure as suppliers of goods and services. This process ensures that vendor preference is given to SBs and DVBEs and special consideration is given to vendors who are certified minority, women, and LGBT owned.
How does your hospital conduct outreach and communication to minority, women, LGBT, and disabled veteran business enterprises?
Outreach is accomplished via phone, email, and internet by DSH buyers as well as the DSH SB/DVBE Advocates for non-IT and IT. DSH - Atascadero educates suppliers in procurement processes, add them in FI$CAL to facilitate doing business with them, advise them on certifications that are recognized, and apply preferences and incentives to benefit them during the procurement and contracting process

How does your hospital support organizations that promote or certify minority, women, LGBT, and disabled veteran business enterprises?
DSH - Atascadero supports organizations that promote or certify minority, women, LGBT and DVBEs by advertising bid opportunities for the purchase of goods and services. During bid opportunities, DSH - Atascadero is required to receive quotes from a minimum of two SBs or two DVBEs. As mentioned previously, DSH - Atascadero encourages interested vendors to become certified through DGS/OSDS so they can participate in this process and do business with the state.
