Supplier Diversity Policy Statement

The San Diego County Psychiatric Hospital (SDCPH) is a department within the County of San Diego (County), Health and Human Services Agency – Behavioral Health Services. As an entity of the County, SDCPH adheres to the County’s procurement policies and guidelines as implemented by the Department of Purchasing and Contracting (DPC). Therefore, SDCPH is submitting the County’s most recent (2021-2022) Outreach and Engagement Report summarizing the County’s efforts to ensure successful participation of small, diverse, and veteran-owned businesses in County procurements. DPC is guided by County Board Policies B-53 (Small Business Policy) and B-39a (Veteran Owned Business and Disabled Veterans Business Program). These policies contain the County’s diversity policy statement and demonstrate that the County has an open and transparent procurement process that supports equitable contracting opportunities for all small and diverse businesses. The County does not require suppliers to be certified. The County accepts the California State DGS’s Small Business (SB), Disabled Veteran Business Enterprise (DVBE) certifications, as well as the Federal VA’s Veteran Owned Small Business (VOSB) and Service-Disabled Veteran Owned Small Business (SDVOSB) certifications but does not accept self-certification of small, diverse, and veteran-owned businesses in County procurements.

How does your hospital encourage and seek out minority, women, LGBT, and disabled veteran business enterprises to become potential suppliers?

Throughout the year, the County DPC hosted or participated in 33 events to engage with small and diverse businesses and community providers. The County's participation ranged from being a speaker, panelist or exhibitor. DPC continues to publicize future outreach events on its public facing web page and major events and opportunities are also featured on the BuyNet front page. Outreach events are also advertised with local Chambers of Commerce and distributed by other regional public agencies to their respective mailing lists.

How does your hospital encourage its employees involved in procurement to seek out minority, women, LGBT, and disabled veteran business enterprises to become potential suppliers?

All veterans, and particularly disabled veterans have made great sacrifices serving and defending our country. Their dedication and sacrifices have not gone unrecognized. The County, like the State and federal governments, has recognized veterans' service through contracting practices that promote successful Veterans Owned Business (VOB) participation in government contracting. This policy continues the County's practice of promoting successful VOB participation in County contacting. It is the policy of the Board of Supervisors to promote veteran owned business participation in County contracts by: 1. Establishing a three-percent (3%) Disabled Veterans Business Enterprises (DVBE) subcontractor participation goal in applicable County Procurements where the prime contractor intends to use subcontractors. 2. Exempting from competition, pursuant to Board Policy A-87 (Competitive Procurement), procurements from DVBEs of goods and/or services. 3. Exempting from competition, pursuant to Board Policy A-87 (Competitive Procurement), informal competitive procurements set aside for VOBs. 4. Separating large contractual requirements into smaller segments when in the County's best interest and where doing so would maximize VOB participation. 5. Authorizing progress payments to VOBs as well as make payments to VOBs within 15 calendar days of receipt of approved invoices and receiving reports as determined by the Auditor and Controller where: a. The VOB demonstrates in writing that early payments and progress payment are necessary for it to successfully complete its obligations under the agreement; and b. The VOB is otherwise in good standing in performance of its duties under the Contract.

How does your hospital support organizations that promote or certify minority, women, LGBT, and disabled veteran business enterprises?

DPC hosts or attends outreach events staged by organizations that support small businesses and VOBs. In the past year DPC participated in events hosted by Black Entrepreneurs Leaders & Learners (BELL), Black Contractors Association (BCA), 5 hosted by Southwest Veterans' Business Resource Center, Improving Diversity, Equity & Inclusion Within Contracting at the Port and 3 hosted by RISE San Diego.

5. Other Relevant Information

San Diego County has a centralized procurement process. Currently we don't track procurements at the unit level such as the hospital. SDCPH currently has 14 contracts valued at $21.1M (current year) $109.6M (full term). Procurement start dates and terms vary. The County system is not set up to easily collect data on minority, LGBTQ, or women-owned businesses. Plans are in place to update the system in the near future and have more robust data reporting. Information reported is for Fiscal Year 21-22 (7/1/2021 - 6/30/22). The system did not allow entry for multiple years.
