HCAI Health of Primary Care in California Annual Snapshot Workgroup Charter
Workgroup Purpose
Support the Department of Health Care Access and Information (HCAI) to develop the HCAI Health of Primary Care in California Annual Snapshot (Primary Care Snapshot).
Workgroup Background and Scope
HCAI is developing an annual Primary Care Snapshot to monitor the primary care sector across the state, inform policy development, and motivate improvement in primary care delivery and outcomes in California. This initiative is informed by recommendations for public reporting on primary care, including from the 2021 National Academies of Science, Engineering, and Medicine (NASEM) Implementing High-Quality Primary Care report and the California Health Care Foundation’s (CHCF) Primary Care Investment Coordinating Group of California (PICG) 2022 recommendation to develop a California-specific primary care dashboard.
The Primary Care Snapshot will curate primary care data from across HCAI and external sources into an interactive dashboard to track relevant, actionable indicators of a healthy primary care sector and provide comprehensive public reporting on the health of primary care in California across five key domains: investment, workforce, access, quality, and equity.
This Workgroup will provide primary care policy, data, and clinical expertise to support HCAI in the development of the annual Primary Care Snapshot, including:
- Selecting high-value primary care indicators from California and across the nation that are of interest to California stakeholders and can be developed and included in the Primary Care Snapshot in 2026 and beyond
- Analyzing existing data from across HCAI and other sources to create a holistic picture of primary care in California, both statewide and by geographic regions
- Advising on Primary Care Snapshot deliverables, starting with a static Primary Care Snapshot report in fall 2026 and working toward an interactive Primary Care Snapshot for annual release, anticipated to begin fall 2027
Workgroup Objectives
- Offer a transparent, public forum to understand stakeholders’ priorities for the Primary Care Snapshot
- Engender thoughtful, comprehensive, and balanced stakeholder engagement to ensure strong buy-in and smooth implementation
- Provide expert technical input on the availability and feasibility of primary care indicators to include in the Primary Care Snapshot
Workgroup Member Roles and Responsibilities
- Actively participate in meetings, preparing to the best of their ability
- Contribute expertise, insights, and ideas
- Share the perspectives of their organization and the stakeholder group they represent
- When requested, solicit feedback from colleagues within their organization and across the state
HCAI Team Roles and Responsibilities
- Develop meeting agendas and materials in coordination with the consulting team and send materials in advance to ensure good use of Workgroup members’ time
- Coordinate the flow of information, including to HCAI public advisory groups and across HCAI offices
- Support Workgroup members and coordinate with the consulting team, Freedman HealthCare (FHC) and Diane Rittenhouse (Mathematica)
Consulting Team Roles and Responsibilities
- Support HCAI and Workgroup members in reviewing other state approaches, summarizing stakeholder feedback, and providing options with tradeoffs
- Create an interactive, collaborative environment that supports Workgroup members’ contributions
Workgroup activities will include:
- Reviewing best practices and lessons learned from other states, previous work in California, and literature on primary care measurement and reporting
- Informing the development of primary care indicators for the Primary Care Snapshot that promote equitable, high-quality, and cost-efficient care
- Engaging stakeholders to gain the benefit of their knowledge and experience
- Discussing strategies to catalyze collective action towards high-quality, sustainable primary care in California through the Primary Care Snapshot
Workgroup members will not:
- Develop formal recommendations for HCAI about the Primary Care Snapshot
- Make final decisions about the Primary Care Snapshot
