Community input was obtained from focus groups, surveys, and interviews with key stakeholders from community agencies and organizations that include those representing medically underserved, low-income, and/or minority populations. The community agencies and organizations included Imperial County Public Health Department, First 5 Riverside County, Institute for Behavioral Health, Centene and Health Net, Comprehensive Autism Center and Early Explorers, Riverside University Health System Behavioral Health, Leaps and Bounds Pediatric Therapy, Riverside County Department of Public Health, Imperial County Department of Social Services, Victor Community Support Services, Legal Aid Society of San Diego, JIREH Providers, The San Diego LGBT Community Center, Family Health Centers of San Diego, San Ysidro Health Center, San Diego Youth Services, PATH San Diego, National School District, San Diegans for Healthcare Coverage, California State University, San Marcos Basic Needs Department, Fallbrook Union High School District, Global Communities' Healthy Start San Diego Birth Workers Initiative, Imperial Beach Clinic, Interfaith Community Services, Jackie Robinson YMCA, Juvenile Court, Kitchens for Good, MAAC, North County LGBTQ Resource Center, San Diego PACE Vista, TrueCare, Rural Health Discharge Program, San Diego American Indian Health Center, Alcohol & Drug Service Provider Association, YMCA of San Diego County, San Diego Hunger Coalition, La Maestra Community Health Centers, North County Lifeline, San Diego Human Trafficking Health Sub-Committee, San Diego Refugee Communities Coalition, San Diego Public Health Services, Alliance for Regional Solutions, PsychArmor, San Diego Youth Services, YMCA Child Resource Center . The vulnerable populations represented by these groups included those exposed to medical or financial risk by virtue of being uninsured, underinsured, or eligible for Medi-Cal, Medicare, and California Childrens' Services programs, racial and ethnic groups experiencing poor health outcomes, the unhoused, people identifying as LGBTQ, people with disabilities, individuals with limited English proficiency, people experiencing food insecurity, service area communities with inadequate access to clean air and safe drinking water, with an environmental California Healthy Places Index score of 25% (Imperial County), 23.2% (Riverside County), and 33.9% (San Diego County).
