Data Exchange Framework
Assembly Bill 133 was signed by Governor Gavin Newsom in 2021 and aims to break down information silos that make it difficult for Californians to access effective, whole-person care. The legislation mandated the creation of the Data Exchange Framework, which includes a data sharing agreement and a common set of policies & procedures to govern the exchange of health information.
In August of 2025, administration of the Data Exchange Framework transitioned from the California Health and Human Services Agency to HCAI, which now oversees ongoing implementation.
In October 2025, Senate Bill 660 was signed into law by Governor Gavin Newsom. The bill recognizes the progress that has been made and expands the Data Exchange Framework Program by establishing new provisions for transparency and accountability, while also strengthening the program’s stakeholder governance.
