The Office of the Patient Advocate (OPA) rates health care organizations based on the quality of medical care and patient experience through its California Health Care Quality Report Cards.
In August of 2025, administration of the Office of the Patient Advocate transitioned from the California Health and Human Services Agency to HCAI, which now oversees ongoing operation.
