Contra Costa Regional Medical Center (CCRMC) is committed to advancing economic equity through a robust supplier diversity plan that reflects our deep commitment to diversity, equity, and inclusion. By leveraging Contra Costa County’s contracting programs and partnering with diverse supplier organizations, we aim to increase procurement from Minority, Women, LGBTQ+, and Disabled Veteran–owned Business Enterprises through transparent processes, intentional outreach, and the removal of barriers to participation.
2. Goals and Timetables

• Goal 1: Conduct semi-annual outreach events targeting diverse suppliers to educate them on CCRMC's procurement processes. o Timetable: Initiate by Q4 2025 and continue quarterly. • Goal 2: Conduct outreach to organizations that can assist in identifying diverse suppliers. o Timetable: Achieve by December 31, 2025. • Goal 3: Implement internal training programs for procurement staff on the importance of supplier diversity and strategies to engage diverse suppliers. o Timetable: Develop and launch training by Q1 2026. • Goal 4: Increase Tier 1 procurement from WMDVLGBTQBE suppliers by 1% in spend over the 2024 baseline. o Timetable: Achieve by December 31, 2027.

• Goal 1: Establish mentorship programs pairing large current County contractors with WMDVLGBTQBE suppliers to foster growth and capacity building. o Timetable: Launch program by Q1 2027. • Goal 2: Collaborate with local healthcare institutions and community-based businesses and organizations to create a consortium aimed at sharing best practices and resources for supplier diversity. o Timetable: Establish consortium by Q3 2028. • Goal 3: Achieve a 2% increase in overall procurement spend from WMDVLGBTQBE suppliers compared to the 2024 baseline. o Timetable: Achieve by December 31, 2030.
3. Outreach and Communication

Contra Costa Regional Medical Center (CCRMC) operates under the jurisdiction of Contra Costa County. The County, through its Public Works Purchasing Department website, offers access and guidance to suppliers for registration. The homepage directs vendors to the supplier registration portal and features rotating announcements highlighting the County’s commitment to engaging businesses across various diversity categories, including small businesses—though it currently does not specify inclusion of LGBTQ+-owned enterprises. Upon navigating to the Purchasing Services page, suppliers can access links to current contracting opportunities for both the County and the Health Department, as well as additional information outlining the County’s standards and commitment to Diversity, Equity, and Inclusion (DEI). The website also provides multilingual resources, with instructions for doing business with the County available in Farsi, Simplified and Traditional Chinese, Spanish, and Tagalog.

CCRMC operates within the Contra Costa County Purchasing system and, at present, does not have the capacity to allow individual employees to directly engage with diverse suppliers. However, employees who connect with organizations interested in doing business with the hospital are encouraged to guide them to the County’s official purchasing website for registration and opportunities. CCRMC remains committed to supporting supplier diversity within the structure of the County’s procurement process and is exploring ways to strengthen these efforts in the future.
Please describe the methods in which the hospital conducts outreach and communication to women, minority, LGBT, and disabled veteran business enterprises
Contra Costa Regional Medical Center (CCRMC) conducts outreach and communication to women-owned, minority-owned, LGBT-owned, and disabled veteran business enterprises through the centralized procurement processes managed by Contra Costa County. All supplier outreach is coordinated through the County’s Public Works Purchasing Department, which serves as the primary hub for announcing contracting opportunities and providing registration guidance to prospective vendors. While CCRMC does not conduct independent outreach due to its integration with the County’s procurement structure, the hospital actively supports these efforts by guiding interested suppliers to the appropriate County registration portals and bid platforms. Additionally, CCRMC participates annually in our group purchasing organization’s (Vizient) reverse vendor fair, where diverse suppliers are encouraged to engage directly with healthcare institutions to present their products and services - creating access to opportunities that may not otherwise exist. CCRMC remains committed to promoting supplier diversity and is actively exploring further strategies to enhance outreach to underrepresented business enterprises, in alignment with our diversity, equity, and inclusion goals, while maintaining alignment with both hospital and County financial objectives.
4. Support and Supplier Resolutions

As noted above, CCRMC collaborates with the County’s Public Works procurement system to ensure all potential suppliers are considered, regardless of their presence in the healthcare industry. The County is also committed to providing equal opportunities for local and small businesses to engage in business with us. In addition, Vizient’s Supplier Diversity platform - which tracks diverse suppliers and spending by large corporations—supports our efforts by identifying potential vendor partners outside the County’s existing network that we may promote and contract with in the future.
Please describe the methods in which your hospital resolves any issues that may limit or impede an enterprise from becoming a supplier
CCRMC and the Contra Costa County Purchasing Department collaborate to address and resolve barriers that suppliers may encounter within their respective areas of responsibility. CCRMC staff actively assist suppliers by providing guidance on County and State registration requirements, while the County Purchasing Department offers support related to procurement processes such as Requests for Information (RFI), Requests for Proposals (RFP), and Requests for Qualifications (RFQ).
5. Diversity Commission Recommendations and Planned Implementations

The activities of the CCRMC Hospital Diversity Commission (HDC) are guided by CCRMC Leadership in collaboration with Contra Costa Health’s Office of Community Partnership and Health Equity (CPHE). As a newly established body, the HDC has not yet issued any recommendations that have been implemented.

The Diversity Commission has recently made the following recommendations: • Convene three to four times per year to review progress toward the Commission’s stated short- and long-term goals. • Partner with Contra Costa Health’s CPHE Team to leverage their community knowledge and contacts for enhanced outreach efforts. • Collaborate with hospital procurement leads to identify knowledge gaps related to diversity procurement and inform targeted training initiatives. • Utilize Vizient’s platform and industry expertise to identify diversity support partners and potential contracting opportunities with diverse organizations.
6. Procurement Process and Certification
Please describe your hospital's procurement process
As described in Question #4 above, new supplier agreements begin with vendor registration through the County’s Public Works website. While vendors may reach out to individuals directly to express interest, most initiate the process by responding to a Request for Proposal (RFP) issued by the County. Once a vendor is selected, CCRMC collaborates with them to compile the necessary documentation and prepares a vendor agreement for submission to County Counsel. Following legal review and approval by both parties, the agreement is submitted to the County Board of Supervisors (BOS) for formal approval. Once approved by the BOS, the County Purchasing Department conducts a final review and issues a purchase order, allowing the vendor to begin conducting business with the County.
