1. Policy Statement

Supplier Diversity Policy Statement

In order to ensure DSH meets the mandates of Executive Order S-02-06 and Military and Veterans Code section 999.2 et seq. to support California's small business (SB) and disabled veteran business enterprise (DVBE) business owners, it is DSH policy to first seek SB/DVBE participation in all solicitations unless there is a strong, documented business reason for not doing so. It is the goal of DSH to promote the use of SBs and DVBEs in its procurements and contractual agreements with special consideration given to vendors who are certified women, minority, or LGBT owned.

DSH-Coalinga is actively tracking procurement data on expenditures with women, minority, LGBT, and disabled veteran business enterprises as we progress into calendar year 2026. The department’s Compliance Monitor, a Supervisor I (Specialist) at DSH-SACRAMENTO, has successfully updated statewide policy and procedures for the department to ensure procurement buyers and contract analysts are regularly reviewing and integrating diversity metrics into their procurement practices.

PD/OP 2000 SB/DVBE First Policy is now guiding our long-term strategies to identify and prioritize procurement opportunities for women, minority, LGBT, and disabled veteran enterprises. The DSH SB/DVBE Advocates are actively participating in vendor outreach events, building relationships, and enhancing awareness of procurement opportunities available to diverse business communities.

DSH - Coalinga supports organizations that promote or certify women, minority, LGBT and DVBEs by advertising bid opportunities for the purchase of goods and services. During bid opportunities, we are required to receive quotes from a minimum of two SBs or two DVBEs. As mentioned previously, we encourage interested vendors to become certified through DGS/OSDS so they can participate in this process and do business with us.

DSH – Coalinga has not yet encountered this issue; however, if a supplier notifies DSH - Coalinga of an issue in the future, DSH SB/DVBE Advocates can assist by serving as liaisons with DGS/OSDS to resolve.

6. Procurement Process and Certification

Per Policy Directive 2000 SB/DVBE First Policy: To ensure DSH meets the mandates of Executive Order (EO) S-02-06, EO D-43-01 and MVC section 999.2, et seq., to support California’s Small Business and Disabled Veteran Business Enterprises (SB/DVBE) owners, it is DSH policy to first seek SB/DVBE participation in all solicitations unless there is a strong, documented business reason for not doing so. DSH buyers and procurement analysts shall first consider for all acquisitions, opportunities, and methodologies to solicit and select SB/DVBE vendors. A. For all IT and non-IT Goods and Services, DSH Buyers shall: 1. Conduct a search of available vendors using the certified SB/DVBE vendor database on the Cal eProcure website giving priority consideration to SB, Micro Business (MB), Women Business Enterprises (WBE), Minority Business Enterprises (MBE), Lesbian, Gay, Bisexual, Transgender Business Enterprises (LGBTBE) and/or DVBE vendors. 2. Print and retain the applicable bidders’ list or search results in the procurement file. 3. DSH buyers or procurement analysts will include the SB or DVBE incentive and preference program language in all solicitations, to encourage SB or DVBE participation in all contracts. Additionally, to meet the requirements set forth in SCM Vol. 2, Section 1200 and SCM Vol. 1, Chapter 8, DSH has assigned SB/DVBE Advocates to aid the department in identifying potential SB, MB, WBE, MBE, LGBTBE, or DVBE contracting opportunities, to attend outreach events, to ensure information is available to potential vendors and to ensure prompt payment is made with SB suppliers. DSH also requires mandatory 3% DVBE participation for all solicitations unless exempted utilizing the STD 816. DSH standard contract language in all competitive solicitations outlining the SB/DVBE program requirements, as well as information regarding incentives and preferences that will be applied.
