1. Policy Statement

Supplier Diversity Policy Statement

In order to ensure DSH-Metropolitan meets the mandates of Executive Order S-02-06 and Military and Veterans Code section 999.2 et seq. to support California's small business (SB) and disabled veteran business enterprise (DVBE) business owners, it is DSH-Metropolitan's policy to first seek SB/DVBE participation in all solicitations unless there is a strong, documented business reason for not doing so. It is the goal of DSH-Metropolitan to promote the use of SBs and DVBEs in its procurements and contractual agreements with special consideration given to vendors who are certified women, minority, or LGBT owned.

2. Goals and Timetables

Please describe your hospital's short-term goals and timetables, but not quotas, for increasing procurement from women, minority, LGBT, and disabled veteran business enterprises

DSH-Metropolitan intends to identify and track baseline procurement data on dollars spent with women, minority, LGBT, and disabled veteran business enterprises for the remainder of calendar year 2025. The department’s Compliance Monitor, a Staff Services Manager I (Specialist) at DSH-Sacramento, is currently updating statewide policy and procedures for the department to ensure procurement buyers and contract analysts regularly check for this information.

Please describe your hospital's long-term goals and timetables, but not quotas, for increasing procurement from women, minority, LGBT, and disabled veteran business enterprises

Current departmental policies and procedures such as PD/OP 2000 SB/DVBE First Policy are being revised to include processes for Cal eProcure research to identify potential procurement opportunities for women, minority, LGBT, and disabled veteran enterprises. DSH-Metropolitan anticipates approval of those revisions during fiscal year (FY) 25/26. The DSH SB/DVBE Advocates will also be attending vendor outreach events to spread awareness of procurement opportunities to these business enterprises. Additionally, DSH-Sacramento is creating an electronic version of the Voluntary Statistical Data Sheet (VSDS) on behalf of the department to make it easier for contractors to report Ethnicity, Race, Gender and Sexual Orientation (ERGSO) demographics once awarded a contract.

3. Outreach and Communication

Please describe the methods in which the hospital encourages and seeks out both prime and subcontract suppliers from women, minority, LGBT, and disabled veteran business enterprises to become potential suppliers

DSH-Metropolitan's buyers search for potential new suppliers in Cal eProcure, an online marketplace portal. Suppliers are able to voluntarily provide data on ethnicity, race, gender identify, and sexual orientation which is displayed in their Cal eProcure profiles. This functionality enables our buyers to identify suppliers in these groups. Suppliers also contact DSH-Metropolitan to market their goods and services. In this case, procurement staff collect their capabilities statements and include these suppliers in future solicitations. When suppliers claim to be SB or DVBE but are not certified, they are encouraged to contact the Office of Small Business and Disabled Veteran Business Enterprise Services (OSDS) at the Department of General Services (DGS) to apply for certification. We advise suppliers of the benefits that come with certification such as preferences and incentives in the state procurement and contracting process. It is important to note that many SBs and DVBEs are also women, minority, and LGBT business owners.

Please describe the methods in which the hospital encourages its employees involved in procurement to seek out women, minority, LGBT, and disabled veteran business enterprises to become potential suppliers

DSH-Metropolitan encourages procurement staff and requestors to identify California certified SBs and DVBEs listed in Cal eProcure as suppliers of goods and services. This process ensures that vendor preference is given to SBs and DVBEs and special consideration is given to vendors who are certified women, minority, and LGBT owned.

Please describe the methods in which the hospital conducts outreach and communication to women, minority, LGBT, and disabled veteran business enterprises

Outreach is accomplished via phone, email, and internet by DSH buyers as well as the DSH SB/DVBE Advocates for non-IT and IT. We educate suppliers in our procurement processes, add them in FI$CAL to facilitate doing business with them, advise them on certifications that are recognized, and apply preferences and incentives to benefit them during the procurement and contracting process.

4. Support and Supplier Resolutions

Please describe the methods in which your hospital supports, partners with, or interacts with organizations and other entities in the procurement ecosystem that promote, certify, or contract with women, minority, LGBT, and disabled veteran business enterprises

DSH-Metropolitan supports organizations that promote or certify women, minority, LGBT and DVBEs by advertising bid opportunities for the purchase of goods and services. During bid opportunities, we are required to receive quotes from a minimum of two SBs or two DVBEs. As mentioned previously, we encourage interested vendors to become certified through DGS/OSDS so they can participate in this process and do business with us.

DSH-Metropolitan has not yet encountered this issue; however, if a supplier notifies DSH-Metropolitan of an issue in the future, DSH SB/DVBE Advocates can assist by serving as a liaison with DGS/OSDS to resolve.

6. Procurement Process and Certification

Per Policy Directive 2000 SB/DVBE First Policy: To ensure DSH meets the mandates of Executive Order (EO) S-02-06, EO D-43-01 and MVC section 999.2, et seq., to support California’s Small Business and Disabled Veteran Business Enterprises (SB/DVBE) owners, it is DSH policy to first seek SB/DVBE participation in all solicitations unless there is a strong, documented business reason for not doing so. DSH buyers and procurement analysts shall first consider for all acquisitions, opportunities, and methodologies to solicit and select SB/DVBE vendors. A. For all IT and non-IT Goods and Services, DSH Buyers shall: 1. Conduct a search of available vendors using the certified SB/DVBE vendor database on the Cal eProcure website giving priority consideration to SB, Micro Business (MB), Women Business Enterprises (WBE), Minority Business Enterprises (MBE), Lesbian, Gay, Bisexual, Transgender Business Enterprises (LGBTBE) and/or DVBE vendors. 2. Print and retain the applicable bidders’ list or search results in the procurement file. 3. DSH buyers or procurement analysts will include the SB or DVBE incentive and preference program language in all solicitations, to encourage SB or DVBE participation in all contracts. Additionally, to meet the requirements set forth in SCM Vol. 2, Section 1200 and SCM Vol. 1, Chapter 8, DSH has assigned SB/DVBE Advocates to aid the department in identifying potential SB, MB, WBE, MBE, LGBTBE, or DVBE contracting opportunities, to attend outreach events, to ensure information is available to potential vendors and to ensure prompt payment is made with SB suppliers. DSH also requires mandatory 3% DVBE participation for all solicitations unless exempted utilizing the STD 816. DSH standard contract language in all competitive solicitations outlining the SB/DVBE program requirements, as well as information regarding incentives and preferences that will be applied.
