1. Policy Statement

Supplier Diversity Policy Statement

Marin Health is committed to providing equal opportunity to all qualified diverse suppliers to compete and participate in the sourcing and procurement process of our healthcare organization. Creating an inclusive supply chain that recognizes and values diverse owned businesses strengthens the relationships with the communities we serve.

2. Goals and Timetables

Please describe your hospital's short-term goals and timetables, but not quotas, for increasing procurement from women, minority, LGBT, and disabled veteran business enterprises

MarinHealth Medical Center is committed to advancing supplier diversity through measurable, near-term actions that align with our broader equity and inclusion goals. While we do not set quotas, our short-term objectives focus on increasing visibility, access, and participation of women, minority, LGBT, and disabled veteran-owned business enterprises in our procurement processes. In the next 12 months, MarinHealth aims to strengthen its supplier diversity infrastructure by formalizing internal tracking mechanisms and expanding outreach to certified diverse suppliers. This includes requesting all vendors to self-identify their diversity status at the time of new product submission using the Supplier Intake Form, as outlined in our Value Analysis and New Product Request Policy. This process ensures that diverse suppliers are recognized early and considered equitably in sourcing decisions. Additionally, MarinHealth is working with key partners such as Vizient to obtain Tier 1 and Tier 2 spend data, which will help us benchmark current performance and identify areas for growth. We are also exploring opportunities to engage with external organizations that promote and certify diverse suppliers, with the goal of establishing formal partnerships and referral pipelines. These efforts are supported by internal education and process improvements, including updates to our Workday procurement workflows and buyer training to ensure consistent application of supplier diversity principles across departments. Our goal is to build a more inclusive supply chain that reflects the diversity of the communities we serve and supports economic opportunity for underrepresented businesses.

Please describe your hospital's long-term goals and timetables, but not quotas, for increasing procurement from women, minority, LGBT, and disabled veteran business enterprises

Over the next three to five years, MarinHealth aims to formalize and implement a comprehensive Supplier Diversity Policy that will guide our engagement with diverse suppliers and the organizations that support them. This includes establishing structured partnerships with certifying bodies and advocacy groups, integrating supplier diversity metrics into our ERP systems such as Workday, and leveraging data from Vizient to track Tier 1 and Tier 2 diverse spend. To support these goals, MarinHealth will continue to invest in staff education, data management tools, and cross-functional collaboration between Supply Chain, Finance, and clinical stakeholders. Our long-term vision is to create a resilient and inclusive supply chain that not only meets regulatory expectations under California Health and Safety Code, but also drives innovation, economic opportunity, and community impact.

3. Outreach and Communication

Please describe the methods in which the hospital encourages and seeks out both prime and subcontract suppliers from women, minority, LGBT, and disabled veteran business enterprises to become potential suppliers

MarinHealth Medical Center’s Supplier Diversity Program is designed to reflect the diversity of the communities we serve and to contribute meaningfully to the economic health of our region. We are committed to identifying, engaging, and supporting diverse suppliers, including women-owned, minority-owned, LGBT-owned, and disabled veteran business enterprises as both prime and subcontracting partners. The MarinHealth Supply Chain team actively identifies contracting opportunities where diverse businesses can bid competitively. These opportunities are aligned with our vendor onboarding and procurement processes, and diverse suppliers are encouraged to complete a vendor profile to be considered for current and future projects. We proactively identify diverse suppliers through internal research, supplier databases, and partnerships with certifying organizations, and invite them to participate in bid opportunities across all service lines and product categories. MarinHealth’s purchasing practices are designed to provide equal access and prohibit discriminatory business relationships. Our policies require that all suppliers disclose their diversity status during the new product submission process via a Supplier Intake Form. Additionally, our Value Analysis Team (VAT) includes a structured process for evaluating new products and technologies, which incorporates supplier diversity considerations to ensure that diverse suppliers are included in product evaluations and sourcing decisions. MarinHealth is also a member of Vizient (as of October 2024), which maintains their own supplier diversity initiatives. We leverage this partnerships to expand our access to certified diverse suppliers and to align with broader industry best practices. Internally, procurement staff are encouraged to seek out and advocate for diverse suppliers, and we provide guidance and tools to help them identify qualified diverse vendors and integrate them into sourcing strategies.

Please describe the methods in which the hospital encourages its employees involved in procurement to seek out women, minority, LGBT, and disabled veteran business enterprises to become potential suppliers

MarinHealth Medical Center encourages its procurement team to actively seek out and engage with diverse suppliers, including women-owned, minority-owned, LGBT-owned, and disabled veteran business enterprises as part of its broader commitment to supplier diversity and inclusion. This commitment is embedded in our procurement culture and reinforced through policies and practices that promote innovation, competition, and equitable access. Procurement staff are encouraged to identify and consider diverse suppliers during the sourcing process, recognizing that these vendors often bring unique perspectives and solutions that can enhance service delivery and operational efficiency. By introducing new products and services through diverse suppliers, MarinHealth fosters innovation and expands the range of available options beyond traditional GPO channels. This approach not only provides alternatives to standard GPO solutions but also drives healthy competition among existing and prospective vendors, ultimately benefiting the organization through improved pricing, service, and quality. Additionally, MarinHealth’s purchasing practices are aligned with California Health and Safety Code, which mandate equal access and prohibit discriminatory business relationships. All suppliers are asked to disclose their diversity status during the new product submission process, ensuring that supplier diversity is considered at every stage of procurement. These practices are supported by structured value analysis processes and internal education efforts that empower procurement professionals to advocate for and integrate diverse suppliers into the supply chain.

Our outreach efforts are designed to ensure that diverse suppliers are aware of and have access to contracting opportunities, and that they are supported throughout the vendor engagement process. As part of our onboarding process, MarinHealth requests that all prospective suppliers self-identify their diversity status through a Supplier Intake Form submitted during the new product request process. This ensures that diverse suppliers are recognized early and considered equitably in sourcing decisions. Our Supply Chain team also partners with organizations that promote or certify diverse businesses, helping us identify qualified vendors and expand our network of potential suppliers.

4. Support and Supplier Resolutions

Please describe the methods in which your hospital supports, partners with, or interacts with organizations and other entities in the procurement ecosystem that promote, certify, or contract with women, minority, LGBT, and disabled veteran business enterprises

MarinHealth Medical Center aims to be a trusted, proactive leader and advocate for supply chain diversity and inclusion. As part of this commitment, we engage in outreach, identification, and collaboration with organizations that promote or certify women-owned, minority-owned, LGBT-owned, veteran-owned, and disabled veteran business enterprises. While we are in the early stages of formalizing a policy to support these partnerships, our current practices reflect a strong intent to align with entities that share our values around equity and access in procurement. Our purchasing practices are designed to provide equal opportunity to all suppliers and to prohibit discriminatory business relationships, in accordance with California Health and Safety Code. We also leverage our relationships with GPOs, which maintain robust supplier diversity programs and provide access to certified diverse vendors. These affiliations help us expand our supplier network and ensure that our procurement strategies are inclusive and forward-looking. As we continue to evolve our supplier diversity program, MarinHealth is committed to developing a formal policy that supports and strengthens our partnerships with advocacy and certification organizations. This will further institutionalize our efforts and reinforce our role as a leader in equitable and inclusive procurement.

Please describe the methods in which your hospital resolves any issues that may limit or impede an enterprise from becoming a supplier

MarinHealth Medical Center is committed to removing barriers that may prevent qualified enterprises from becoming suppliers. When onboarding challenges arise, such as incomplete documentation or unfamiliarity with procurement systems, our Supply Chain team provides direct support to guide vendors through the process. This includes clarifying requirements, assisting with form completion, and offering workarounds when appropriate to ensure timely and equitable access. To further streamline onboarding, MarinHealth has implemented tools like Workday Strategic Sourcing and standardized forms such as the Supplier Intake and Contract Request Form. These help identify diverse suppliers early and ensure compliance with internal policies. When technical or procedural issues occur, our team collaborates with vendors and third-party partners to resolve them quickly, ensuring that all qualified suppliers have a fair opportunity to participate in our procurement ecosystem.

5. Diversity Commission Recommendations and Planned Implementations

Please describe the past implementation of relevant recommendations made by the Hospital Supplier Diversity Commission

This practice directly supports HSDC’s recommendation to improve the identification and tracking of diverse suppliers. Additionally, MarinHealth’s purchasing policies explicitly prohibit discriminatory business relationships and promote equal access to contracting opportunities, in accordance with California Health and Safety Code. These policies are embedded in the organization’s Value Analysis Team workflows, ensuring that supplier diversity is considered during product evaluations and sourcing decisions. Through these actions, MarinHealth has operationalized several foundational elements of the HSDC’s guidance and continues to evolve its practices in support of a more inclusive supply chain.

Please describe the planned implementation of relevant recommendations made by the Hospital Supplier Diversity Commission

MarinHealth is actively working to operationalize several HSDC recommendations through policy development, system integration, and expanded outreach. A key planned initiative is the formalization of a comprehensive Supplier Diversity Policy that will institutionalize practices such as supplier self-identification, inclusive sourcing, and equitable evaluation criteria. Additionally, MarinHealth plans to enhance its collaboration with Vizient to improve access to certified diverse suppliers and to obtain detailed spend data. This data will support benchmarking and help identify areas for improvement. The organization also intends to expand its outreach to external advocacy and certification bodies, with the goal of establishing formal partnerships that align with HSDC’s emphasis on ecosystem engagement.

6. Procurement Process and Certification

Please describe your hospital's procurement process

MarinHealth’s procurement process is structured to ensure transparency, compliance, and alignment with clinical and operational needs. The process begins with the identification of a need, which may be initiated by clinical staff, department managers, or administrative teams. For new products or services, a formal request is submitted using the Clinical New Product Request Form, which must be reviewed and approved by the department’s Business Manager, Director, or Executive Director. This request is then evaluated by the Value Analysis Team (VAT), which considers clinical efficacy, cost, and alignment with existing contracts. Approved products are integrated into the EHR system for tracking and billing.
