Supplier Diversity Policy Statement
San Antonio Regional Hospital (SARH) is committed to providing Small Business (SBE), Minority Owned (MBE), Women Owned (WBE), Lesbian, Gay, Bi-Sexual and Transgender Owned (LGBQ), Veteran Owned (VET) and Disabled Veteran Owned (DVET) an equal opportunity to compete for and earn contracts for the goods and services SARH purchase. SARH will work to make it easier for vendors to find procurement opportunities and for SARH to identify available vendors.
2. Goals and Timetables

Strengthen knowledge and capacity by participating in supplier diversity roundtables hosted by Communities Lifting Communities and the Hospital Association of Southern California twice a year. Continue to participate in the quarterly Hospital Supplier Diversity Committee meetings hosted by Communities Lifting Communities and the Hospital Association of Southern California to stay informed of regional strategies, emerging best practices to engage diverse vendors, and policy updates, while fostering collaboration and shared accountability to advance equitable procurement across Southern California. Engage in the monthly peer mentorship group through the Hospital Supplier Diversity Committee to strengthen internal capacity and accelerate program development. In 2025, participate in the pilot use of the Health Care Inclusive Procurement List to encourage proactive outreach to certified diverse vendors for upcoming contract opportunities. This pilot aims to embed inclusive sourcing practices into day-to-day procurement workflows and expand access to underutilized but qualified vendors.

Participate in future regional initiatives led by Communities Lifting Communities and the Hospital Association of Southern California to provide technical assistance and capacity-building support to diverse businesses, increasing the number of businesses able to meet hospital contracting needs. Also participate in the upcoming Southern California Regional Impact Purchasing Collaborative and commit to being an active part of a cross-sector ecosystem that connects the health care industry with economic development organizations supporting diverse vendors. Through this collaboration, the hospital will contribute to regional strategies that uplift, train, and connect diverse businesses with meaningful procurement opportunities, advancing inclusive economic growth and health equity. Partner with GPO to ensure diversity suppliers are clearly identified.

Executive leadership should develop and implement: Outreach and reporting metrics that support contracting with diverse suppliers. Hospital supplier diversity procurement metrics that are owned by executive leadership. Fund an internal hospital accountability system to meet specified metrics related to outreach, diverse business usage and provision of technical support for implementation. An inclusion policy for hospitals to identify and track spend with diverse business enterprises (E.g., MBE, WBE, DVBE, LGBTQBE). Procurement processes and policies to document and mitigate internal criteria that may limit or impede diverse suppliers’ ability to competitively respond to bids. A supplier diversity webpage to inform diverse suppliers on the hospital's procurement process including the contact information of a diverse business outreach liaison. Should require prime suppliers to measure and report on spend with diverse suppliers. Should require the review of contract language with prime suppliers to require supplier diversity metrics for any relevant sub-contracts. Should update how hospitals track and report their supplier diversity outreach efforts, in order to report on how many diverse entities are onboarded as suppliers or manufacturers (e.g., GPOs and direct suppliers). Should establish a percentage goal for diverse suppliers in GPOs. Should require diverse suppliers to get their certification through an authorized certification body prior to contract award.
6. Procurement Process and Certification

• SARH uses a series of sourcing processes to capture supply data and knowledge to build a dynamic supplier base, thereby ensuring continuous improvement of the entire supply chain. Strategies are developed by a thorough understanding of the external supplier environment and internal business partner requirements. Purchasing teams will apply supply chain management business practices to both strategic sourcing and individual purchases and examine demand trends, the marketplace, and the supplier community to determine how to achieve best value. • SARH continuously assess the marketplace for drivers of market segments, industry trends, impact of new technology, competitive dynamics, supplier characteristics, and suppliers (national or regional) in a market. • When appropriate, SARH Supply Chain will: • Utilize the latest in print and electronic resources (industry reports, supply periodicals, databases, etc.) to identify leading-edge suppliers in an industry. • Analyzes the sourcing history of a product or service to determine the level of competition, prices, and performance results of existing suppliers to determine if a new supplier would better meet clinical supply or facility service needs. • Attends and hosts industry briefings to identify potential suppliers to meet SARH’s needs. • Evaluates products that appear to be the same across suppliers (beyond branding) to determine real differences in the product or services and identify suppliers with a competitive advantage. • Obtains source lists of proven suppliers from trade and industry associations, government agencies, business development groups, and purchasing organizations. • SARH will announce potential business opportunities in the most appropriate and effective media to identify new sources that will ensure that SARH obtains the best value while bidding in a RFP. • When appropriate, SARH will: • Issue Requests for Information (RFI) or Proposal (RFP) to obtain general information on the market, products, services, or suppliers. • Issue pre-solicitation notices (also called “sources sought” notices) to identify suppliers based on the business and competitive needs for SARH. • Publicize opportunities for suppliers to be prequalified for commercially available goods or services purchased routinely, whether for an individual purchase or for a series of purchases. • Announces competitive or noncompetitive contract awards having significant subcontracting opportunities to promote competition in subcontracting.
