Alameda Health System (AHS), of which San Leandro Hospital is an affiliate, is evaluating the development of a program aimed at promoting inclusive and competitive procurement practices. The goal is to ensure that all qualified vendors—including those with diverse ownership—have equitable access to procurement opportunities. When appropriate, the hospital may take steps to identify a broad range of qualified vendors in connection with specific procurement needs. All vendor proposals will be evaluated based on merit, with consideration given to the ability to meet hospital standards, deliver value, and support the hospital’s broader commitment to responsible and inclusive business practices.

AHS seeks to increase procurement from women, minority, LGBT, and disabled veteran business enterprises by continuing to provide a level playing field for all vendors seeking to do business with AHS. Our goal is for the AHS procurement process to be equally accessible to all vendors in our community. AHS evaluates all vendor proposals on the basis of merit and the degree to which the vendor can meet AHS business needs. AHS is working towards these goals at present.

The hospital is committed to fostering an inclusive and competitive business environment. AHS's procurement decisions are grounded in a commitment to fair, open, and competitive practices. We are exploring the development of a program to enhance the identification of qualified vendors, ensuring a broad and inclusive vendor pool. This initiative aims to support our commitment to equitable procurement practices without compromising our standards for quality and efficiency.

Procurement decisions are based on a vendor’s ability to meet the hospital’s needs and deliver value. While vendor diversity status may be noted during the evaluation process, selections are made based on merit, qualifications, and the capacity to provide high-quality goods and services.

AHS does not currently have a formal program requiring or coordinating such outreach. Procurement activities are conducted through open, competitive processes, and all qualified vendors are welcome to participate. The hospital is evaluating potential ways to enhance vendor engagement and transparency, including the possibility of developing tools to increase awareness of future opportunities among a broad range of businesses.

From the procurement perspective, we engage with our Group Purchasing Organization (GPO) which is working to identify vendors of all types for inclusion on their contracts.

AHS resolves issues that may impede or limit an enterprise's opportunity to become an AHS supplier by: 1) collaborating with vendors to address questions and concerns about our procurement process; and, 2) providing potential community business partners with information about AHS' business needs when requested.

6. Procurement Process and Certification
Please describe your hospital's procurement process
Our procurement process includes the use of requisitioning for both stock and non-stock items. Many processes are automated with internal part numbers assigned to items before purchase. As new products are introduced, we have a robust Value Analysis process that vets the addition of any new items and assists with the standardization of items across the System. Purchases, of any dollar amount, require the authorizing signatures of two individuals, from different levels of authority.
