Supplier Diversity Policy Statement

Santa Clara Valley Healthcare supports the overall mission of the County of the Santa Clara (County) and its Board of Supervisors. It is the policy of the County’s Board of Supervisors that no person on the basis of race, religious creed, color, national origin, ancestry, physical disability, mental disability, medical condition, genetic information, marital status, sex, gender, gender identity, gender expression, age, sexual orientation, or military or veteran status be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity conducted by the County. In this regard, it is the Board’s policy pertaining to the utilization of minority-owned business enterprises(MBEs), women-owned business enterprises (WBEs), disabled veteran-owned business enterprises (DVBEs), and LGBT-owned business enterprises (LBGTBEs), that focused outreach activities be taken as necessary and as permitted by law to ensure that these enterprises are provided the opportunity to compete for and participate in all contracts issued by the County for construction, services, and the purchase of supplies and equipment.

Santa Clara Valley Healthcare is operationalizing expanding the scope of local and small business enterprises with which it contracts. Santa Clara Valley Healthcare has access to a County-wide Vendor Management Team (VMT) that serves as a specialized point-of-contact for suppliers having difficulty navigating County procurement processes to reduce process barriers.

Santa Clara Valley Healthcare intends to continue operationalizing its support of local and small business enterprises by accessing and leveraging the County’s VMT, which is focused on supporting those businesses, and to expand local and small business enterprise outreach to encompass a greater variety of procurements.

3. Outreach and Communication

Please describe the methods in which the hospital encourages and seeks out both prime and subcontract suppliers from women, minority, LGBT, and disabled veteran business enterprises to become potential suppliers

Consistent with Federal and State regulations, it is the policy of the County’s Board of Supervisors that contracts be awarded, with few exceptions, only after an open, fair, and competitive procurement process. After the bid documents are prepared, the first affirmative act to comply with the bidding requirements is advertising for solicitation of bids and proposals. Solicitations are advertised in a web-based tool and is further used to advertise subsequent solicitation-specific events, such as pre-bid and pre-proposal conferences, site visits, question and answer period, and addenda. St. Louise Regional Hospital supports the County’s Board of Supervisors commitment to establishing an open and competitive procurement process that ensures fairness and equal access to business opportunities with the County.

Solicitations distributed to state and local small business and trade associations and chambers of commerce, including ethnic chambers of commerce, and other business and professional associations, including professional minority, women, disabled veteran, and LGBT-owned business and professional groups and associations, as appropriate. Advertising concerning local contracting and procurement opportunities in trade papers and other publications focusing on small business enterprises, including publications in languages other than English and those whose primary readership is minority, women, disabled veteran, or LGBT-owned businesses.

Focused outreach shall be taken by the County to highlight opportunities for MBEs, WBEs, DVBEs, and LGBTBEs to participate equitably in County contracting activities. These are minimum actions. In instances where more stringent requirements are established by federal or state agencies as a condition for County participation in a program, the more stringent requirements shall apply. As authorized by Government Code Section 11139.7, Administration shall engage in focused outreach activities in addition to general outreach, for purposes of increasing participation by the small business sector and increasing diversity in the County’s contracting and procurement activities.

Administration may collaborate with other governmental entities to streamline or effectively promote provisions of this policy.

Santa Clara Valley Healthcare supports potential suppliers by accessing and leveraging the County’s VMT, which serves as a central point-of-contact for resolving issues and answering questions, including questions relating to supplier registration and onboarding.

The County’s VMT was established in 2024, in part to implement alignment of contracting with the County’s local and small business demographics. Santa Clara Valley Healthcare regularly accesses and leverages the County’s VMT to support suppliers.

Solicitation responses are then evaluated by a neutral evaluation committee, which makes a recommendation to award. Santa Clara Valley Healthcare supports the County’s Board of Supervisors commitment to establishing an open and competitive procurement process that ensures fairness and equal access to business opportunities with the County.
