Supplier Diversity Policy Statement

As a community hospital, Washington Hospital Healthcare System (WHHS) serves a diverse population. The Hospital's Diversity, Respect, Equity, and Inclusion (DEI) work will guide supply chain efforts to enhance procurement business practices that diversify our supplier portfolio.

2. Goals and Timetables

Please describe your hospital's short-term goals and timetables, but not quotas, for increasing procurement from women, minority, LGBT, and disabled veteran business enterprises

The Hospital has no current short-term goals or timetables for increasing procurement from the above-mentioned business enterprises. Supply Chain plans to request engagement with the GPO's subscription service for assistance in DEI procurement including a diverse supplier database.

Please describe your hospital's long-term goals and timetables, but not quotas, for increasing procurement from women, minority, LGBT, and disabled veteran business enterprises

The Hospital has no current long-term goals or timetables for increasing procurement from the above-mentioned business enterprises. We are currently in a 12-month onboarding for a new Enterprise Resource Program (ERP) which will include a vendor registration portal.

Please describe the methods in which the hospital encourages and seeks out both prime and subcontract suppliers from women, minority, LGBT, and disabled veteran business enterprises to become potential suppliers

The hospital is committed to fostering an inclusive procurement environment that actively encourages participation from historically underrepresented businesses, including Women-Owned, Minority-Owned, LGBT-Owned, and Disabled Veteran-Owned Business Enterprises. The Hospital's GPO provides contracts with Diverse suppliers and data on Diverse supplier utilization. The Hospital has not hosted supplier outreach events.

Please describe the methods in which the hospital encourages its employees involved in procurement to seek out women, minority, LGBT, and disabled veteran business enterprises to become potential suppliers

WHHS currently has a policy that encourages the use of local small businesses for the procurement of goods and services. WHHS employees are encouraged to consider local certified small businesses, which generally have a high percentage of diverse suppliers and providers. WHHS will continue to make decisions based on safety, quality, clinical acceptance and cost, while executing its DEI strategy. The organization's DEI journey is underway, and is spearheaded by the Health Equity, Diversity and Inclusion Council (HEDIC), which will collaborate with the procurement team to identify and implement best practices related to doing more business with more minority, women, LGBT and disabled veteran businesses enterprises.

Please describe the methods in which the hospital conducts outreach and communication to women, minority, LGBT, and disabled veteran business enterprises

Currently, WHHS does have a public facing page where potential vendors can identify as a diverse entity (minority, women, LGBT and disabled veteran business enterprises) thereby receiving special consideration for new vendor on-boarding. WHHS has plans to reach out to more resources, such as the Minority Business Consortium (MSC) to promote new business opportunities with minority, women, LGBT and disabled veteran business enterprises. Employees of WHHS will also seek the counsel of the Purchasing Department to identify new opportunities for local certified small businesses, which generally have a high percentage of diversity suppliers and providers.

Please describe the methods in which your hospital supports, partners with, or interacts with organizations and other entities in the procurement ecosystem that promote, certify, or contract with women, minority, LGBT, and disabled veteran business enterprises

Washington Hospital has a strong community outreach program that includes maintaining relationships with diverse community organizations, and we have a vendor policy that encourages diversity. We are however not currently engaged with support organizations that promote or certify minority, women, LGBT, and disabled veteran business enterprises.

Please describe the methods in which your hospital resolves any issues that may limit or impede an enterprise from becoming a supplier

Potential suppliers are screened for sanctions as required by the state including OIG, SAM and Medical databases. Potential suppliers must submit a current signed W9 or international equivalent. Supplier terms and conditions must be cleared by hospitals legal counsel and terms must be accepted by Purchasing. Suppliers' reps who are on campus must be registered in the hospital's third-party vendor accreditation system, GHX. Small businesses and diverse suppliers can obtain a fee waiver from GHX by request but there are no exceptions to screening and T&C acceptance.

Potential suppliers are screened for sanctions as required by the state including OIG, SAM and Medical databases. Potential suppliers must submit a current signed W9 or international equivalent. Supplier terms and conditions must be cleared by hospitals legal council and terms must be accepted by Purchasing. Suppliers reps who are on campus must be registered in the hospital's third party vendor accreditation system, GHX. The hospital utilizes GPO contracts for medical and other supplies. When not applicable the Hospital uses a Value Analysis process for supplies and equipment. Services generally are sourced by requesting departments. Supply Chain will onboard vendors at department request.
