Supplier Diversity Policy Statement

The Contra Costa Regional Medical Center Supplier Diversity Program's goal is to engage in mutually beneficial strategic business relationships with minority-owned, woman-owned, veteran-owned, and small business enterprises so as to provide equal access to Contra Costa County purchasing opportunities and promote supplier participation to reflect the diverse business community and patient population.

How does your hospital encourage and seek out minority, women, LGBT, and disabled veteran business enterprises to become potential suppliers?

Contra Costa County values the contributions of small business and has developed programs to assist in soliciting and awarding contracts to the SBE community. The Board of Supervisors adopted these programs to enable small and local businesses to compete for a share of the County's purchasing transactions. The Contra Costa Regional Medical Center follows County purchasing policies. The Board of Supervisors has set a goal of awarding at least 50% of eligible product and service dollars to small businesses. The Small Business Enterprise (SSE) Program applies to: (1) County-funded construction contracts of $100,000 or less; (2) purchasing transactions of $100,000 or less; and (3) professional/personal service contracts of $100,000 or less. The objective of the program is to award at least 50% or more of the total eligible dollar base amounts to SBEs. A Small Business Enterprise, as defined by the California Government Code, Section 14837, Chapter 3.5 must be: • Independently owned and operated business, which is not dominant in its field of operation; • The principal office of which is located in California, the officers of which are domiciled in California, and which together with affiliates, has 100 or fewer employees; • And have average annual gross receipts of fifteen million dollars ($15,000,000) or less over the previous three tax years, or a manufacturer with 100 or fewer employees.

How does your hospital encourage its employees involved in procurement to seek out minority, women, LGBT, and disabled veteran business enterprises to become potential suppliers?

The County’s objective is to award at least 50% of eligible products or service dollars to Small Business and each employee involved in the procurement process is encouraged to seek out those suppliers.

How does your hospital conduct outreach and communication to minority, women, LGBT, and disabled veteran business enterprises?

In order to encourage the use of small, local, and disadvantaged businesses, the County's E-Outreach Program, using the BidSync e-outreach site. requires bids and Request for Proposals greater than $10,000 to be solicited online. In addition, the data specific to electronic solicitations is developed and provided by the Purchasing Division of the Public Works Department, and reflects outreach to small, women-owned, minority-owned, local, disabled veteran-owned, and disadvantaged business enterprises.

Contra Costa County supports multiple Small Business designations Small Business Enterprise: To qualify as a Small Business firms must be independently owned/operated; cannot be dominant in your field of operation; must have its principal office in California, and together with affiliates, be either a business with <100 employees, an average annual gross receipts of <$15,000,000 over the previous 3 tax years or be a manufacturer with <100 employees Minority Business Enterprise: To qualify as a Minority Business Enterprise, the firm must be at least 51% owned and managed daily by one or more minorities who are citizens or lawful permanent residents of the United States and members of a recognized ethnic or racial group as well as have its home office located in the United States Women Owned Business: To qualify as a Women-Owned Business Enterprise the firm must be at least 51% owned and managed daily by one or more women, who are citizens or lawful permanent residents of the United States AND have its home office located in the United States. Disadvantaged Business Enterprise: To qualify as a Disadvantaged Business Enterprise the firm must be at least 51% owned and managed daily by socially and economically disadvantaged individuals (pursuant to Section 3 of the Small Business Act). DBE certifications are used only for State or Federally funded projects that have DBE goals/requirements. Disabled Veteran Business Enterprise: To qualify as a Disabled Veteran Business Enterprise the firm must be at least 51% owned and managed on a daily basis by one or more disabled Veterans of the military, naval or air service of the United States with a service-connected disability of at least 10%, who is s resident of California; and is a sole proprietorship corporation or partnership with its home office located in the United States that is not a subsidiary of a foreign firm. Local Business Enterprise: The firm’s principal place of business must be located within the boundaries of Contra Costa County.
