Supplier Diversity Policy Statement

Tahoe Forest Hospital Districts policy is to institutionalize Supplier Diversity in contracting and procurement initiatives within the District to promote, increase, and improve the participation of minority, women, lesbian, gay, bisexual, transgender (LGBT), and disabled veteran business enterprises (Health Safety Code Sections 1339.85 through 1339.87).

Our Hospital's Short-Term Goals and Timetables for Inclusive Procurement We are committed to fostering an inclusive supply chain that reflects the diversity of our community. While we do not establish procurement quotas, we are focused on meaningful engagement and measurable progress in partnering with women-owned, minority-owned, LGBT-owned, and disabled veteran-owned business enterprises (WBE, MBE, LGBTBE, DVBE). Our short-term goals are designed to build capacity, ensure equitable access to opportunities, and increase the presence of diverse suppliers in our procurement pipeline. Internal Education. Train procurement staff on inclusive sourcing practices by Q3. Review and refine procurement policies to reduce barriers for small and diverse suppliers by Q4. We welcome dialogue and collaboration with suppliers and community members as we strengthen our commitment to inclusive procurement practices. Monthly agenda item on the Product Standards Committee for Nursing as well as Surgical Services which is made up of leaders across departments to ensure cross-functional engagement and oversight.

Our commitment to supplier diversity is a cornerstone of our broader mission to promote health equity and economic inclusion. We recognize that engaging women-owned, minority-owned, LGBT-owned, and disabled veteran-owned business enterprises (WBE, MBE, LGBTBE, DVBE) strengthens our supply chain, stimulates innovation, and reflects the diversity of the communities we serve. While we do not set specific quotas, we are guided by long-term objectives designed to foster lasting relationships, build supplier capacity, and integrate equity into our procurement strategies. Our goals are focused on sustainable impact, data transparency, and institutional accountability. Long-Term Goals (3–5 Years) Establish a Sustainable Supplier Diversity Program Fully integrate supplier diversity considerations into all major sourcing and procurement decisions by year 3. Expand Access and Opportunities. Develop long-term strategic partnerships with local organizations that support diverse business enterprises. Enhance Data, Tracking, and Reporting. Use multi-year trends to set benchmarks and measure year-over-year progress in supplier engagement and spend. Support Capacity Building and Economic Growth. We believe that inclusive procurement is not just a goal, but a shared responsibility—and we are committed to ensuring our hospital’s economic impact reflects the values of equity and opportunity.

We are committed to cultivating a diverse and inclusive supply chain that reflects our community’s rich diversity. To achieve this, we actively encourage participation from women-owned, minority-owned, LGBT-owned, and disabled veteran-owned business enterprises (WBE, MBE, LGBTBE, DVBE) at both the prime and subcontractor levels. While some of our strategies are in development, we have adopted a range of proactive methods to identify, support, and onboard diverse suppliers into our procurement process. Key Methods for Encouraging and Seeking Diverse Suppliers. Supplier Outreach and Networking. Attend supplier diversity events, trade shows, expos, and matchmaking forums. Partnerships and Collaborations Partner with local chambers of commerce, business development centers, and advocacy organizations that promote economic inclusion of diverse business enterprises. Collaborate with large prime contractors to encourage the inclusion of certified diverse subcontractors in their bids and project teams. Education and Capacity Building Provide guidance on obtaining certification through recognized supplier diversity certifying bodies. Internal Procurement Policy Alignment Train procurement staff on identifying diverse suppliers and fostering inclusive sourcing practices. Updates and Future Developments As our supplier diversity program grows, we remain committed to transparency, accountability, and continuous improvement. Our procurement team plays a critical role in promoting equity and inclusion, and we are dedicated to equipping them with the tools, training, and support needed to actively seek out and engage with women-owned, minority-owned, LGBT-owned, and disabled veteran-owned business enterprises (WBE, MBE, LGBTBE, DVBE). While we continue to develop and expand our efforts, we have already implemented several key methods to promote inclusive sourcing within our organization. Methods to Encourage Inclusive Procurement Practices Supplier Diversity Training Access to Supplier Databases Procurement systems are being enhanced to tag and track diverse suppliers for easier integration into sourcing decisions. We believe that an inclusive supply chain starts with intentional action—and our employees are central to driving that change.

Methods of Outreach and Communication Our staff attends industry trade shows to meet potential suppliers face-to-face, learn about new offerings, and promote our procurement opportunities. We believe that outreach is not a one-time effort—it is an ongoing dialogue rooted in respect, inclusion, and opportunity.

We understand that advancing supplier diversity requires meaningful collaboration across the broader procurement ecosystem. That’s why we actively support, partner with, and engage organizations that champion the growth and success of women-owned, minority-owned, LGBT-owned, and disabled veteran-owned business enterprises (WBE, MBE, LGBTBE, DVBE). These relationships help us expand our reach, ensure equitable access to procurement opportunities, and build a more inclusive and resilient healthcare supply chain. We work closely with our prime contractors and group purchasing organizations (GPOs) to encourage inclusion of diverse subcontractors. Through contract requirements and voluntary outreach, we promote inclusive subcontracting practices and encourage our larger vendors to align with our supplier diversity goals. We remain committed to leveraging every partnership and opportunity available to increase equity and opportunity in our procurement ecosystem.

We provide one-on-one support for diverse businesses navigating our supplier registration and onboarding process. Flexible Bid Requirements for Emerging Businesses. Feedback and Appeals. We maintain an open feedback loop with suppliers who were not awarded contracts, offering constructive feedback to help them improve future proposals. Based on feedback from suppliers and advocacy partners, we continuously update our procurement policies to reflect industry best practices for supplier diversity and inclusion. Our mission is not only to invite diverse suppliers in—but to ensure they have the tools, guidance, and fair opportunities to succeed.
