HCAI Selects Platform Vendor for California’s new All-Payer Claims Database

The Office of Statewide Health Planning and Development (HCAI) announces the selection of Onpoint Health Data as the platform vendor for the Health Care Payments Data (HPD) System, California’s all-payer claims database (APCD). Onpoint Health Data has played a key role in successfully implementing ten (10) APCDs across the nation and brings to the role a wealth of experience in claims and encounter data aggregation, management, quality and analytics. 

As the platform vendor, Onpoint will manage data intake from California’s health plans, insurers, public self-insured plans and voluntary submitters. Onpoint will also play a key role when it comes to integrating data across multiple sources and validating and improving data quality and reporting. Onpoint will collaborate with HCAI and other public and private partners to successfully meet the goals of the HPD Program. 

Onpoint brings experience from within California, serving as the lead data management and analytics contractor for the Integrated Healthcare Association’s (IHA) performance measurement programs since 2017. IHA will partner with Onpoint in supporting the HPD System, bringing decades of expertise working with California’s health plans and physician organizations to improve transparency, accountability and quality.  

The HPD Review Committee of stakeholders and experts recommended that OSHPD select a platform vendor with experience managing APCDs in other states. The Review Committee also recommended HCAI take a modular system development approach, maximizing its existing resources and years of experience collecting and managing healthcare data, and leveraging partnerships with experts working with healthcare claims and encounters. 

About OSHPD and the Health Care Payments Data Program 

The Department of Health Care Access and Information, now transitioning to the Department of Health Care Access and Information, is the leader in collecting data and disseminating information about California’s healthcare infrastructure. HCAI promotes an equitably distributed healthcare workforce and publishes valuable information about healthcare outcomes. HCAI also monitors the construction, renovation, and seismic safety of hospitals and skilled nursing facilities and provides loan insurance to assist the capital needs of California’s nonprofit healthcare facilities. 

Assembly Bill 80 (AB 80) (Chapter 12, Statutes of 2020) requires HCAI to create and administer a statewide Health Care Payments Data system and have the database substantially completed by July 1, 2023. AB 80 provides authorization for health plans and insurers to send protected health information to HCAI. Per AB 80, HCAI has convened an Advisory Committee to advise HCAI on the establishment, implementation, sustainability and ongoing administration of the database.
