Ryan Buckley

Ryan A. Buckley was appointed Chief Counsel at the California Department of Health Care Access and Information (HCAI) by Governor Gavin Newsom in October 2021.

Mr. Buckley joined the Office of Statewide Health Planning and Development (predecessor to HCAI) as an Attorney in 2014, eventually promoting to become an Attorney IV and Acting Chief Counsel in 2019.

Prior to joining state service, he practiced for 10 years in the private sector, including as Principal Attorney for the Law Offices of Ryan A. Buckley from 2011 to 2014, an Associate at Hardy Erich Brown & Wilson LLP from 2008 to 2011 and as Associate Counsel for Petrovich Development Company from 2004 to 2007.  

Mr. Buckley earned a Juris Doctor degree from the University of the Pacific, McGeorge School of Law, and holds a bachelor’s degree in political science and communications from California State University, Chico.
