1. Policy Statement

Supplier Diversity Policy Statement

In order to ensure Department of the State Hospitals (DSH) meets the mandates of the EOS-02-06 and Military and Veterans Code section 999.2 et seq. to support California's Small Business (SB)/Disabled Veterans Business Enterprise (DVBE) business owners, it is DSH policy to first seek SB/DVBE participation in all solicitations unless there is a strong, documented business reason for not doing so. Furthermore, DSH is working to expand its SB/DVBE contracting and procurement policies by providing consideration and preference to qualified Disadvantaged Business Enterprises (DBE) whenever feasible and practical. DBEs are for-profit, certified small businesses where socially and economically-disadvantaged individuals own at least 51% interest and also control management and daily business operations. DSH's goal is to develop a program plan that promotes the use of DBE's in its contractual agreements and procurements.

How does your hospital encourage and seek out minority, women, LGBT, and disabled veteran business enterprises to become potential suppliers?

Coalinga State Hospital (CSH) has initiated DVBE engagement with the CaleProcure Certified DVBE Database. CaleProcure is the California State Government Marketplace and has a database which lists all certified DVBE suppliers within California. CSH sent introduction emails to hundreds of DVBE suppliers found in CaleProcure and requested capability statements which detail what these potential suppliers could provide for CSH. The responses are stored in a CSH database that is available to all CSH departments, allowing all CSH buyers to have instant access to this information. CSH not only encourages all CSH buyers to solicit purchasing opportunities from DVBE suppliers but also reviews all purchase requests to see if DVBE suppliers can fulfill the requests. CSH only approves purchase requests to Non-DVBE suppliers if ample research has been demonstrated and documented by CSH buyers. The U.S. General Services Administration (GSA), which promotes DBE suppliers, does not have a database for disadvantaged enterprises which are minority, women, or LGBT-owned/operated. Without easily accessible information for such DBEs, it is currently difficult to provide engagement for the other disadvantaged suppliers listed above (specifically, ones which are not California certified DVBE suppliers).

How does your hospital encourage its employees involved in procurement to seek out minority, women, LGBT, and disabled veteran business enterprises to become potential suppliers?

CSH has a DVBE database that is available to all CSH departments, allowing all CSH buyers to have instant access to this information. CSH not only encourages all CSH buyers to solicit purchasing opportunities from DVBE suppliers but also reviews all purchase requests to see if DVBE suppliers can fulfill the requests. If disadvantaged suppliers (minority, women, or LGBT-owned/operated) who are certified reach out to CSH, it is common practice to gather their information and find out what these companies can provide. If it is found that a certified disadvantaged supplier can fulfill the needs of CSH, the supplier's information will be forwarded to the appropriate CSH buyer(s).

CSH utilizes the resources provided by organizations such as CaleProcure and the U.S. General Services Administration (GSA) in order to maximize engagement with minority, women, LGBT, and disabled veteran business enterprises. Additionally, CSH makes the aforementioned resources readily available to all CSH buyers. In accordance with our local Supplier Diversity Policy Statement, CSH seeks SB/DVBE participation in all solicitations (with very few, limited exceptions) and is working to provide expanded consideration and preference to qualified Disadvantaged Business Enterprises (DBE).

Regarding the Diverse Procurement Spending Summary: There is not currently a tracking mechanism used to identify procurement amounts by race classification and/or minority, women, and LGBT-owned businesses. This is voluntary information that is rarely provided to DSH.
