Supplier Diversity Policy Statement AVMC purchasing practices are designed to provide equal access and opportunity to all suppliers and prohibit discriminatory business relationships. We are committed to creating a cadre of suppliers in our supply chain that represent the diversity in the communities we serve. AVH encourages and supports the participation of historically underutilized businesses that can successfully compete for prime or sub-contracting opportunities. Scope and Intent – 1. This policy shall apply to all purchases of goods and services, including professional services, and contracts for construction and construction related services, made by AVH consistent with AVH Procurement Regulation Policy MMS.4.0.A. 2. Although not covered by the requirements of AVH Procurement Regulation Policy MMS.4.0.A, opportunities for S/UB participation in excluded categories (as defined in the Regulation) may arise from time to time. The spirit and intent of this policy requires all AVH departments to, whenever practicable, seek the counsel of the Materials Management Department in using available strategies and options that could afford opportunities for S/UBs to participate. 3. Non-Discrimination Commitment - AVH requires that suppliers, which is intended to include contractors and vendors, shall not discriminate on the basis of race, color, gender, pregnancy, marital status, familial status, sexual orientation, gender identity and/or expression, religion, ancestry, national origin, disability, or age except that programs may target services for specific participant groups. Additionally, suppliers shall demonstrate the standards, policies, and practices necessary to render services in a manner that respects the worth of the individual and protects and preserves the dignity of people of diverse cultures, classes, races, religions, sexual orientation, gender identity and/or expression and ethnic backgrounds. It is expressly understood that upon receipt of evidence of discrimination, AVH reserves the right to review vendor performance and contract termination options. 4. If a supplier or any owner, subsidiary, or other firm affiliated with or related to the supplier, is found by the responsible enforcement agency or the courts to be in violation of the laws underlying this commitment, AVH may, at its own discretion, no longer conduct business with that supplier. Antelope Valley Medical Center (AVMC) is committed to provide equal access and opportunity to all suppliers and to facilitate nondiscriminatory business relationship by promoting and increasing the diversity of vendors within the supply chain. This Supplier Diversity Policy has been developed to encompass all activities of AVMC associated with outreach, identification and participation of Small and Historically Underutilized Businesses (S/UBs), including Minority-, Women-, Veteran- and/or Service Disabled Veteran-owned businesses in AVMC Contracting Opportunities for construction, architectural and engineering services and other goods and services (including professional services). This policy supports the AVMC commitment to Non-Discrimination and Diversity & Inclusion in contracting practices. Mission - To actively encourage and promote the use of small and diverse businesses, from Los Angeles County and beyond, through close collaboration with internal teams, external organizations and our supply chain partners; achieving the best value for all facilities, goods and services. Vision - We will be recognized as a trusted pro-active leader and advocate for supply chain diversity and inclusion for Los Angeles County and the healthcare industry. AVMC also complies with Assembly Bill 962 per the requirements set forth by the Office of Statewide Health Planning and Development. All Supplier Diversity related efforts will be documented per the reporting requirements included in Assembly Bill 962.

AVMC uses social media, our website and several community events each year to reach the public. We actively use our GPO, Vizient, to select and contract with our suppliers. We welcome anyone interested in pursuing business with AVMC to be awarded a Vizient contract.

Our Buyers are encouraged to primarily use the GPO contract when available. That is our primary means of seeking out vendors since it is typically the best value to the District. We welcome anyone interested in pursuing business with AVMC to be awarded a Vizient contract.

AVMC primarily uses Vizient GPO who supports, partners with and interacts with these organizations on our behalf.

We encourage all of our vendors to obtain a contract with Vizient GPO. Vizient is a very established organization and resolves all of these types of barriers.

6. Procurement Process and Certification

Our procurement process primarily focuses on taking advantage of Vizient GPO contracts. For local services, RFP's are issued as needed and vendors are selected by best overall value. For clinical items, we heavily engage our clinical staff to help select the best products for optimal clinical outcomes.
