1. Policy Statement

Supplier Diversity Policy Statement

Since our foundation in 1913, our mission is rooted in hope, building a healthier future for every community we serve. City of Hope’s (COH) vision to conquer cancer and diabetes for people everywhere, and values of trailblazing, compassion, inclusion, and integrity, are at the core of all we do, past and present. Our office of Health Access and Community Enrichment (HACE) is dedicated to advancing cancer care by removing barriers to access, improving health outcomes, and supporting patients with unmet needs. We focus on research-driven strategies, inclusive workforce development, and community-centered initiatives to enhance early detection, increase representation in clinical trials, and provide compassionate, responsive care. In addition, our commitment to inclusiveness and access extends to our supply base, ensuring small and diverse suppliers have equal opportunities to participate in proposals and contracts, and in turn, contributing to the economic health of the communities we serve.

2. Goals and Timetables

Please describe your hospital's short-term goals and timetables, but not quotas, for increasing procurement from women, minority, LGBT, and disabled veteran business enterprises

City of Hope is an equal opportunity organization and complies with all federal, state and local non-discrimination laws. Our short-term goal is focused on further research into our procurement supply base. This goal is to identify, track and understand our spend with certified M/W/DVBE/LGBT business enterprises, work to build a pipeline to align with our sourcing calendar for upcoming procurement events, and to provide us with more information that we can analyze and use to determine strategies for opportunities, processes, and areas for improvements.

Please describe your hospital's long-term goals and timetables, but not quotas, for increasing procurement from women, minority, LGBT, and disabled veteran business enterprises

Our long-term goals are to focus on increasing both Tier I and Tier II spend with small and local suppliers. Long-term plans, 12 to 36 months, include: • Identify internal RFx procurement opportunities and ensure equal access for small and local owned businesses in those sourcing opportunities. • Work closely with more of our prime vendors to ensure alignment in efforts to increase procurement opportunities with California M/W/DVB/LGBT owned businesses.

3. Outreach and Communication

Please describe the methods in which the hospital encourages and seeks out both prime and subcontract suppliers from women, minority, LGBT, and disabled veteran business enterprises to become potential suppliers

In 2024, we continued our efforts in the following methods: • Dedicated Manager overseeing supplier equal opportunity and fairness • Commitment to Community: COH is a member of and supports organizations focused on the unique needs of small and diverse suppliers • Accessibility: Published our contact information on our external website so diverse suppliers wishing to contact us can do so, making our support accessible • Technology: We invested in technology platforms to give us access to information and data to be able to identify new potential suppliers as well as identify who is in our supply chain • Collaboration: As a member of the Health Care Inclusive Procurement Network (HCIPN), we collaborated with other hospital members to engage in inclusive procurement. The HCIPN enables members to access and share an expansive network of contract-ready vendors and suppliers engaged by their peers. • Subcontracting: On a quarterly basis, we performed a “prime compliance report” reviewed quarterly to ensure that primes are utilizing a broad base of suppliers and are reporting that spend to us. To provide further exposure of subcontracting opportunities, we facilitated introductions of a broad base of suppliers to our prime vendors, for review and consideration of potential opportunities on behalf of City of Hope, or indirectly. We collaborated with our prime vendors to participate in business matchmaking events.

Please describe the methods in which the hospital encourages its employees involved in procurement to seek out women, minority, LGBT, and disabled veteran business enterprises to become potential suppliers

Fairness in our procurement process: In 2024, we continued efforts to ensure supplier inclusion in our procurement processes by: • Developed a mechanism in our expiring contracts dashboard which allows us visibility to contracts that are expiring, enabling us to assess and further inclusion of a broad base of suppliers in contract extensions and renewals. • Our dedicated Manager who oversees supplier inclusion and fairness attended weekly update meetings with Sourcing, aligning on procurement projects, potential opportunities, and risks. • Members of the Sourcing team participated when exhibiting at trade shows and attended expos throughout the year, meeting with a broad base of suppliers including small and diverse suppliers, exchanging information and contacts. • Our Sourcing/Procurement team has access to our vendor database to search and identify a broad base of suppliers • Our Sourcing team ensured the inclusion of the language in our contracts that stipulates vendors comply with all our policies, which include our policy requiring primes to make good faith efforts towards inclusive utilization. • We facilitated introductions of suppliers and worked with our GPO to encourage an inclusive catalogue of contracted vendors. • Invested in an annual subscription to a spend data analysis platform, to help us in the effort to monitor, track and report on our sourcing spending, to ensure supplier inclusiveness.

Please describe the methods in which the hospital conducts outreach and communication to women, minority, LGBT, and disabled veteran business enterprises

In 2024, our efforts to support supplier development and growth entailed outreach, education, and scholarship: Outreach: • ABAOC BizMatch - attended by our Facilities, Design and Construction team, conducting one-on-one meetings with suppliers • AICC American Indian Chamber of Commerce - Kick Off Summit - Tribal Business Empowerment, discussion on how to build robust business relationships • SBDD ABAOC Small Business Development Day – participated in this opportunity for entrepreneurs, startups, & small business owners to connect, network, and gain valuable insights to fuel growth and success • NDC (National Diversity Coalition) Supplier Diversity Expo – attended the Annual Economic Development Conference "Unveiling the Future" • SCMSDC B3 Conference - where suppliers met with members from our Sourcing, Facilities, Design & Construction team, and Materials Management; held one on one matchmakings • SBDN OC Recon - exhibited at the event and met with suppliers • AICC 2024 Annual Expo Conference - “Unleashing Native Power: Technology, Energy & Innovation”; participated as an exhibitor and held one-one matchmakings • NGLCC 2024 Conference - met with business owners • ABAOC BizMatch - conducted one on one matchmaking • SBDN ProCon 2024 - exhibited and attended one on one matchmaking, sharing information on upcoming projects • CLC/HASC 2024 Hospital Supplier Diversity Conference - “Building Bridges: Advancing Supplier Diversity in Health Care Conference”- Communities Lifting Communities and HASC, an event dedicated to advancing inclusion in health care. An opportunity for hospitals to build relationships with vendors, increase vendor engagement and support, and be part of improving the landscape. • USHCC Annual Conference - attended and met with business owners at the US Hispanic Chamber of Commerce Education: Provided education and access to suppliers so they may be better prepared to access opportunities and compete: • ABAOC Small Business Development Day (SBDD) - participated as a panel speaker in Inspiring Women Leaders panel sharing insights on ways to approach barriers • National Diversity Coalition (NDC) Expo - Annual Economic Development Conference "Unveiling the Future" – served as panel speaker on Contract Readiness • SCMSDC B3 Conference- Executive Director of Sourcing participated as panel speaker on Procurement panel and as a judge on fast pitch competition, providing insights and guidance on navigating the Procurement process • ABAOC BizCon Business Connection - participated as speaker on Business Procurement Panel • AICC 2024 Annual Expo Conference - “Unleashing Native Power: Technology, Energy & Innovation; served as panel speaker on how to do business with City of Hope • SBDN ProCon – served as panel speaker on “Ins and Out of Procurement” • CLC/HASC Hospital Supplier Diversity Conference –served as panel speaker on Doing Business with a Hospital and insights on resources and specific hospital requirements Scholarship: • Awarded a Scholarship to attend Kellogg School of Business Management, a program that provides business management education specifically to business owners and entrepreneurs.

4. Support and Supplier Resolutions

Please describe the methods in which your hospital supports, partners with, or interacts with organizations and other entities in the procurement ecosystem that promote, certify, or contract with women, minority, LGBT, and disabled veteran business enterprises

City of Hope is a member and partner of several organizations that are dedicated to certifying, developing, and growing suppliers, including small and diverse suppliers. Our efforts include sponsorships, collaborations, board membership, and certification. In 2024, we participated as follows: Sponsorships: • SCMSDC B3 Conference – Southern California Minority Supplier Development Council • AICC Annual Expo Conference - “Unleashing Native Power: Technology, Energy & Innovation” • SBDN ProCon - opportunity to Meet the Buyers and learn about upcoming projects & opportunities, and networking during exhibit hall sessions Collaboration: • Collaborated with CLC (Communities Lifting Communities) and other hospital members, and established a formal committee to formally share information, set specific objectives, best practices, challenges, and ways we can support each other in advancing supplier fairness in the healthcare industry, meeting monthly as leadership team and quarterly as all hospital members forum. • Collaborated with one of our construction primes to participate in a graduation ceremony in which small businesses completed a 7-month mentoring program. Our participation in the event allowed vendors to connect directly with COH as one of the first steps. • Through collaboration with other hospital members and the CLC, we launched a vendor database and platform, that is specific for hospitals to access a broad base of suppliers, including small and diverse suppliers, that are utilized by other hospital members collectively. Advisory Board Member: • ABAOC Corporate Advisory Board – provide input into the planning and progress of the organization and insights to the programming for the year • CLC - Communities Lifting Communities - Committee Co-Chair, providing leadership into advancing Tier I and Tier II • SCMSDC Corporate Roundtable - building relationships and fostering peer-to-peer discussions regarding challenges, successes, and best practice solutions, while sharing information, data, and resources • SBDN Corporate Advisory Board - Small Business Diversity Network • SCMSDC Board of Directors member – serve as a board member and Secretary • American Indian Advisory Council – contribute insights and efforts into planning programming for the year Certifications: • As a Review Committee member, we supported in reviewing and approving over 200 Minority Business Enterprise certification applications, through the SCMSDC MBE Certification Application process

Please describe the methods in which your hospital resolves any issues that may limit or impede an enterprise from becoming a supplier

One of the ways that may impede an enterprise is not knowing who to contact at a large organization. At COH, we have a dedicated manager that potential suppliers can reach out to in order to help introduce their services towards becoming a potential supplier. Our dedicated department contact was published on our external website where any business wishing to become a potential supplier can reach us and receive a response within a few days, with confirmation of receipt and any other relevant information, instructions, or introductions. Our dedicated manager that oversees supplier inclusion and fairness works with various internal stakeholders to facilitate the introduction of potential suppliers, for opportunities at COH as well as indirect opportunities. Such introductions, coming from the client, help in removing the barrier of a cold call. In addition, as our dedicated Manager and Sourcing are aligned in the same organization, our efforts are aligned to ensure the inclusion of potential small and local suppliers.

5. Diversity Commission Recommendations and Planned Implementations

Please describe the past implementation of relevant recommendations made by the Hospital Supplier Diversity Commission

Based on the recommendations made by the Hospital Supplier Diversity Commission, we have implemented the following to date: • Submit annual Hospital Supplier Diversity report • Supported organizations that promote or certify minority, women, DVBE, LGBT • Created a policy statement • Developed and implemented a webpage • Conducted outreach and implemented reporting metrics that support contracting • Created contract language with prime suppliers regarding subcontracting • Require prime suppliers to measure and report on spend with suppliers • Identify & track spend with all suppliers, including small and diverse suppliers • Report Tier II spend

Please describe the planned implementation of relevant recommendations made by the Hospital Supplier Diversity Commission

Per the recommendation made by the Hospital Supplier Diversity Commission, we plan to implement long-term goals: As we continue to establish and better understand our supplier spending, our next steps are to evaluate areas of focus for equal opportunities and inclusiveness, with both our existing suppliers and potential new suppliers. Our anticipated implementation period of 12 to 36 months.

6. Procurement Process and Certification

City of Hope Procurement group facilitates strategically and ethically the sourcing of goods, services and/or capital acquisitions. It is comprised of four main facets: 1) Procurement Operations facilitates the procurement of goods and services; 2) Procurement Systems maintains ERP purchasing and P2P support; 3) Strategic Sourcing is a team of Category Managers, responsible for identifying potential suppliers, creating Request for Proposals (RFP), Request for Quotes (RFQ), or Request for Information (RFI), negotiating contracts, and managing ongoing relationships with suppliers.; 4) Supplier Diversity promotes inclusive business opportunities and engages with a broad base of suppliers. COH department owners are encouraged to work closely with the Strategic Sourcing Department when initiating and negotiating a contract. In alignment with the City of Hope Procurement Policy, Strategic Sourcing review and approval are required for all engagements over $100,000. Strategic Sourcing engagement typically begins with a Sourcing Request intake form, which is routed to the appropriate Category Manager to begin the sourcing process, which includes Supplier Diversity’s engagement.
