In accordance with applicable federal requirements and California Assembly Bill 1392, VCMC shall maintain a transparent, data-driven procurement selection process. VCMC strives to ensure all sourcing decisions are based on best value, quality, service, regulatory compliance, and patient care considerations. County of Ventura adheres to Section 25500 of the Government Code of the State of California. VCMC/SPH shall comply with applicable federal subcontracting plan requirements and California Department of Health Care Access and Information (HCAI) hospital supplier diversity reporting obligations.

2. Goals and Timetables

VCMC/SPH supports supplier diversity and equitable access to procurement opportunities, but procurement activities remain subject to County procurement rules, competitive bidding requirements, contracting authority, applicable law, operational needs, and patient care considerations. VCMC/SPH shall continue to utilize and support diverse suppliers that demonstrate best value

VCMC/SPH is part of the Health Care Agency, which is one of several agencies/departments of the County of Ventura. As such, VCMC/SPH follows County procurement rules and regulations. VCMC strives to ensure all sourcing decisions are based on best value, quality, service, regulatory compliance, and patient care considerations. VCMC/SPH is working on helping vendors in our community find information on how to become registered diverse suppliers if applicable. We are working with various departments in our organization on the best way to get the information out to vendor community. We are considering adding information to the procurement website or other means of communication.

It is our intention to promote certification of Diverse suppliers. Many suppliers may not be aware of the certification process and it is our intention to help them become certified where applicable.

VCMC/SPH is part of the Health Care Agency, which is one of several agencies/departments of the County of Ventura. Ventura County General Services Agency Procurement Services purchases for the County (and designated special districts) materials, equipment, supplies, furnishings, and other personal property. In order to provide supplies, equipment, and services at the lowest possible cost, consistent with the quality needed for the efficient performance of County activities, higher-cost items are purchased through competitive solicitation.
