PIH Health maintains procurement guidelines that provide diversity supplies, which includes but is not limited to, Minority-owned, Women-owned, Service Disabled Veteran-owned, LGBT-owned, Disadvantaged-owned, Veteran-owned and small businesses, equal opportunity to compete for PIH Health contracts providing they meet PIH Health business terms and conditions at a competitive price. POLICY: Maintains procurement guidelines for the use of diverse suppliers/vendors to be used by PIH Health employees responsible for purchasing. PIH Health prefers to use a qualified minority, women, disadvantaged, veteran, service disabled veteran, LGBT, small and other diverse suppliers whenever they meet PIH Health business terms and conditions at a competitive price. PROCEDURE: Follow guidelines to ensure equal opportunity is provided to diverse suppliers Enterprise Supply Chain will establish a list of diverse suppliers for procurement staff, and any person or department entering a business agreement to utilize. Enterprise Supply Chain will track spend with Diverse Suppliers annually Enterprise Supply Chain will submit an annual report to OSHPD prior to July 1 outlining the use of diverse suppliers/vendors that will include but not limited to the following: Diversity policy statement PIH Health outreach and communications to diverse suppliers Spend and/or percentage with diverse suppliers REFERENCES: External References: Assembly Bill No. 962 Hospital Supply Chain Diversity PIH Health Supplier Diversity Plan Objective: To enhance engagement with diverse suppliers, promote inclusive procurement practices, and foster equitable business growth within the Enterprise Supply Chain. 1. Leadership Commitment Secure executive sponsorship to prioritize supplier diversity. - SVP Chico Manning, Enterprise Supply Chain Establish a Supplier Diversity Committee responsible for oversight, goal setting, and progress tracking. - ACTIVE Member of the HASC Supplier Diversity Committee. 2. Define Clear Goals and Metrics Set measurable annual targets for diverse supplier spend (e.g., % of total procurement). Track procurement activities related to minority-owned, women-owned, veteran-owned, LGBTQ+ owned, disability-owned, and small disadvantaged businesses. 3. Policy Development Implement a formal Supplier Diversity Policy that mandates outreach and inclusion of diverse suppliers. Incorporate diversity requirements into procurement policies and supplier evaluations. 4. Supplier Outreach and Engagement Build a diverse supplier database through outreach events, industry associations, and chambers of commerce. Attend supplier diversity fairs, trade shows, and networking forums. Partner with local and national organizations dedicated to diverse business development. 5. Capacity Building & Certification Support Provide resources and workshops to help diverse suppliers navigate qualification and certification processes. Support potential vendors in obtaining certifications such as Minority Business Enterprise (MBE), Women Business Enterprise (WBE), etc. 6. Internal Processes & Training Train procurement staff on the importance of supplier diversity and unconscious bias. Incorporate diversity considerations into procurement decision-making and supplier evaluations. 7. Monitoring, Reporting, and Accountability Regularly review supplier diversity metrics and progress toward goals. Share reports with leadership and stakeholders to maintain accountability. Recognize and celebrate milestones and successful supplier partnerships. 8. Continuous Improvement Gather feedback from diverse suppliers to improve engagement strategies. Adjust goals and initiatives based on performance data and industry best practices. 9. Community Engagement Support community initiatives and supplier development programs that benefit local diverse entrepreneurs. Foster a culture of inclusion both internally and externally.
