Services Requirements & Deadlines
Who is required to file an Annual Services Report?
The owner of an acute care inpatient hospital that includes a general acute care (GAC) building that is not in compliance with the 2030 seismic safety standards is required to file a report every year.
What is the Annual Services Report?
The annual services report is required by statute in Assembly Bill 1882. The report gives an annual status update on the Structural Performance Category (SPC) ratings, Nonstructural Performance Category (NPC) ratings, and the services provided in each general acute care building on the hospital’s campus.
Where is the Annual Services Report filed?
The report is filed on HCAI’s eClient Access site at OSHPD eServices Portal – Client Access. The User Guide offers step by step instructions on how to file the report: 25. Hospital Services Reporting.
Are the previous year’s reports posted online?
- Yes, all approved reports are posted on the Facility Detail Dashboard.
- Click on the Facility List Drop-down and type in the hospital name or five-digit HCAI OSHPD facility ID number.
- Select the facility from the drop-down choices.
- Click the Building Services tab in the upper left corner of the dashboard, or alternatively scroll down to the blue Building Services button.
- The previous year’s report will be visible. If the page is blank, the facility was non-compliant with the reporting requirement that year so there is no report to display.
- To view reports for other years, select the desired year from the Applicable Year dropdown menu.
When is the Annual Services Report due every year?
The annual report is due January 1st at the end of each reporting year.
AB 1882 Annual Services Report Deadlines:
- 2023 Annual Services Report was due January 1, 2024
- 2024 Annual Services Report was due January 1, 2025
- 2025 Annual Services Report is due January 1, 2026
- 2026 Annual Services Report is due January 1, 2027
- 2027 Annual Services Report is due January 1, 2028
- 2028 Annual Services Report is due January 1, 2029
- 2029 Annual Services Report is due by January 1, 2030
When is the annual reporting window open?
The annual reporting window opens on November 1st of each reporting year and closes on January 1st.
Should facilities send the Annual Services Report to any other entities after it is approved by HCAI?
Yes. Assembly Bill 1882 requires facilities to send this annual report to the following entities each year:
- The county board of supervisors in whose jurisdiction the hospital building is located.
- The city council in whose jurisdiction the hospital building is located, if applicable.
- Any labor union representing workers who work in a building that does not substantially comply with the seismic safety regulations or standards described in Section 130065.
- The board of directors of the special district or joint powers agency that provides fire and emergency medical services in the jurisdiction in which the hospital building is located, if applicable.
- The department. (This is HCAI, once the report is created with HCAI there is no need to resubmit it to HCAI)
- The board of directors of the hospital.
- The local office of emergency services or the equivalent agency.
- The Office of Emergency Services.
- The medical health operational area coordinator.
My facility has other OSHPD buildings other than OSHPD1 buildings such as OSHPD 1R, OSHPD 2, OSHPD 3, OSHPD 5, or OSHPD 6 buildings that provide acute psychiatric services, do I need to report those services in the Annual Report?
Yes, the report should include delicensed buildings (OSHPD 1R) as they may be used to provide supplemental or duplicative services.
Yes, the report should include separate buildings providing skilled nursing services (OSHPD 2).
Yes, the report should include clinic buildings (OSHPD 3).
Yes, the report should include licensed acute psychiatric services buildings (OSHPD 5).
Yes, the report should include separate buildings providing chemical dependency services (OSHPD 6).
Basically, report services provided in all buildings on a general acute care hospital campus that are in HCAI jurisdiction.
What is to be Reported
1. Identifying GAC buildings that are subject to AB 1882 Annual Services Reporting.
The reporting portal will automatically include a list of the facility’s buildings that are under HCAI jurisdiction and, therefore, need to be included in the report. Buildings classified as OSHPD 1, 1R, 2, 3, 5, and 6 are subject to AB 1882 services. Buildings that are on a facilities campus but are not under HCAI’s jurisdiction are not subject to HCAI reporting.
The hospital representative filing the report will be able to check the box next to each building to edit the services provided in that building.
To see a list of OSHPD 1 buildings for each hospital see the Facility Detail Dashboard:
- Facility Detail Dashboard
- Click on the Facility List Drop-down and type in the hospital name or five-digit HCAI OSHPD facility ID number.
- Select the facility from the drop-down choices.
- Click the Building List/Seismic Info tab in the upper left corner of the dashboard or alternatively scroll down to the blue Building List/Seismic Information button.
- In the table, identify the building number(s) in the Building Number column.
- To the right of the Building Number and Building Name columns, there is a Classification & Status column.
- Buildings subject to AB 1882: OSHPD 1, OSHPD 2, OSHPD 3, OSHPD 5, or OSHPD 6
2. Services to be reported.
Services that are licensed by the California Department of Public Health should be reported.
Basic General Acute Care (GAC) Services
These services are required for all GAC Facilities. If your report is missing any of these services you will receive a comment on your report addressing the omission. If a facility has one or more of these services provided by contract or a special circumstance regarding the missing required service, the facility may respond to the reviewer via email after receiving the comment.
- Nursing – General Medical / Surgical
- Surgical
- Anesthesia, Post Anesthesia Car Unit
- Clinical Lab
- Imaging, Radiological / Diagnostic Imaging
- Pharmacy

- If a facility has less than 50 GAC beds, a Morgue is not required
- If a facility has 50 to 100 beds, a Morgue is Optional
- If a facility has 100 beds or more, a Morgue is Required

Supplemental Services
These services are required for all GAC Facilities. If your report is missing any of these services you will receive a comment on your report addressing the omission. If a facility has one or more of these services provided by contract or a special circumstance regarding the missing required service, the facility may respond to the reviewer via email after receiving the comment.

Note:
- Reports from previous years will be closed for editing. Submit a new application each year to fulfill the annual reporting requirement.
- The application will prompt the user to enter a contact person. Once the report has been reviewed, this person will receive an email with a letter attached that contains the results of the review.
- Each reportable building will be listed after the facility number is entered. Check the box next to a building to report the General Acute Care services in that building. Each building on the list must be reported on.
- If a building has no General Acute Care services, check the box for No General Acute Care Services.
