Supplier Diversity Policy Statement

The Los Angeles County Department of Health Services (DHS) is the nation's second largest municipal health system. Through an integrated system of four hospitals, 26 local health centers supplemented by a network of community partner clinics, DHS is committed to ensuring that business enterprises encompassing and reflecting the rich and diverse populations that comprise Los Angeles County (LAC), which includes minority, women, lesbian, gay, bisexual, transgender, and disabled veteran business enterprises have full and equal access to all DHS procurement and contracting opportunities.

How does your hospital encourage and seek out minority, women, LGBT, and disabled veteran business enterprises to become potential suppliers?

LAC Board of Supervisors Policy 5.010 established the LAC Community Business Enterprise (CBE) Program, which includes Minority Business Enterprises (MBE), Women Business Enterprises (WBE), Disadvantaged Business Enterprises (DBE), Lesbian, Gay, Bisexual, Transgender, Queer, and Questioning-Owned Business Enterprises (LGBTQQ), and Disabled Veteran Business Enterprise (DVBE); and requires that CBEs enjoy full and equal access to all the County's procurement and contracting activities. The CBE Program, which is overseen by LAC Department of Consumer and Business Affairs (DCBA), establishes Countywide participation goals and actively encourages CBE business owners to capitalize on procurement and contracting opportunities with LAC. DHS participates in LAC Contracting Connections vendor fairs to make connections with CBEs and inform them about procurement and contracting opportunities.

How does your hospital encourage its employees involved in procurement to seek out minority, women, LGBT, and disabled veteran business enterprises to become potential suppliers?

DHS encourages eligible vendors to enroll in the LAC CBE Program, which provides visibility to procurement and contracting staff for future outreach/notifications for procurement opportunities. Additionally, DHS encourages procurement and contracting staff to reach out to and notify CBEs, whenever possible.

How does your hospital conduct outreach and communication to minority, women, LGBT, and disabled veteran business enterprises?

LAC Department of Consumer and Business Affairs (DCBA) administers numerous outreach events attended by diversity suppliers and representatives from County Departments, including DHS, to disseminate knowledge of LAC's CBE Program and make connections for future procurement opportunities.
