    Office of Health Care Affordability (OHCA) Primary Care Definition 
    As a follow-up to the Director’s Update presentation, here is a link to the latest published version of Office of Health Care Affordability’s (OHCA’s) primary care investment benchmark memo. The memo includes OHCA’s definition of primary care for the purpose of measuring spending, and its methodology for measuring claims-based and non-claims based primary care spending, in Appendix A (page 7). Since publication of this memo, the Health Care Affordability Board approved the recommended benchmark of 15% statewide investment in primary care by 2034. OHCA will publish an updated memo shortly, reflecting Board approval of the investment benchmark and including additional details on the primary care definition and methodology.
