Dr. Ajmal M. Aminee

Dr. Ajmal M. Aminee was appointed Chief Information Officer and Deputy Director for Technology Services at the California Department of Health Care Access and Information in 2026, where he directs statewide information technology strategy, digital services, cybersecurity, and enterprise data management. 

With more than 20 years of experience, he has held senior leadership roles across healthcare, government, and global organizations, leading large-scale digital transformation initiatives and aligning technology strategy with organizational priorities. He is recognized for modernizing enterprise infrastructure, advancing data and analytics capabilities, and strengthening governance and risk management frameworks in complex, regulated environments. 

From 2024 to 2026, he served as Product Manager for Quality and Regulatory Analytics at Kaiser Permanente, where he led enterprise reporting initiatives supporting federal and state regulatory programs. Prior to that, he was Director of Analytics and Reporting at Planned Parenthood Northern California, where he built and led a high-performing analytics organization and developed enterprise data platforms to support clinical and operational decision-making. 

He also served as Director of Clinical Quality Applications and Reporting at Dignity Health, leading system-wide analytics strategy across a multi-state hospital network, and spent over five years at Kaiser Permanente as Group Leader for Data Consulting and Analytics, delivering advanced analytics and business intelligence solutions. Earlier in his career, he held roles including Senior Data Warehouse Architect at City of Hope, System Administrator at Mechanics Bank, and Lead System Software Specialist for the State of California. 

Prior, Dr. Aminee served as Chief Information Officer for the United Nations, where he directed global IT strategy, infrastructure, and application development, leading large, distributed teams supporting international operations. 

Since 2023, he has served as an adjunct professor of Information Systems and Analytics at California State University, Sacramento, where he teaches courses focused on data, analytics, and modern technology platforms. His academic work includes research on the role of Generative AI in society, with a focus on leadership, ethical integration, and the transformative impact of emerging technologies on organizations and communities. 

Dr. Aminee holds a Doctor of Business Administration in Data Analytics from Grand Canyon University, a Master of Business Administration in Information Systems from California State University, and a Master of Science in Information Technology.
