Supplier Diversity Policy Statement

Tahoe Forest Hospital Districts policy is to institutionalize Supplier Diversity in contracting and procurement initiatives within the District to promote, increase, and improve the participation of minority, women, lesbian, gay, bisexual, transgender (LGBT), and disabled veteran business enterprises (Health Safety Code Sections 1339.85 through 1339.87).

2. Goals and Timetables

Please describe your hospital's short-term goals and timetables, but not quotas, for increasing procurement from women, minority, LGBT, and disabled veteran business enterprises

Due to employee turnover, we will begin new training for buyers to be completed by Q3. Our current diversity spend is primarily with construction contractors. I have removed a "Women-owned" spend reported in previous years because the company is primarily located in Nevada.

Our Group Purchasing Organization is Premier. as such the majority of our supply purchased are governed under distribution contracts. Diverse suppliers are encouraged and welcome to submit proposals for any supply or service not covered under existing contracts.

We are committed to cultivating a diverse and inclusive supply chain that reflects our community’s rich diversity. To achieve this, we encourage participation from women-owned, minority-owned, LGBT-owned, and disabled veteran-owned business enterprises (WBE, MBE, LGBTBE, DVBE) at both the prime and subcontractor levels. While some of our strategies are in development, we have adopted a range of proactive methods to identify, support, and onboard diverse suppliers into our procurement process. Key Methods for Encouraging and Seeking Diverse Suppliers. Attend supplier diversity events, trade shows, expos, and matchmaking forums. Partnerships and Collaborations Collaborate with large prime contractors to encourage the inclusion of certified diverse subcontractors in their bids and project teams. Internal Procurement Policy Alignment Train procurement staff on identifying diverse suppliers and fostering inclusive sourcing practices. As our supplier diversity program grows, we remain committed to transparency, accountability, and continuous improvement. We welcome diverse suppliers and community partners to reach out and become part of our inclusive supply network.

We recognize that building a diverse supply chain starts from within. Our procurement team plays a critical role in promoting equity and inclusion, and we are dedicated to equipping them with the tools, training, and support needed to actively seek out and engage with women-owned, minority-owned, LGBT-owned, and disabled veteran-owned business enterprises (WBE, MBE, LGBTBE, DVBE). While we continue to develop and expand our efforts, we have already implemented several key methods to promote inclusive sourcing within our organization. Methods to Encourage Inclusive Procurement Practices Supplier Diversity Training Access to Supplier Databases Procurement systems are being enhanced to tag and track diverse suppliers for easier integration into sourcing decisions. We believe that an inclusive supply chain starts with intentional action—and our employees are central to driving that change.

We are deeply committed to building a supply chain that reflects the diversity of the communities we serve. Our goal is not only to invite participation but also to foster lasting relationships based on transparency, mutual growth, and shared impact. Methods of Outreach and Communication Our staff attends industry trade shows to meet potential suppliers face-to-face, learn about new offerings, and promote our procurement opportunities. We believe that outreach is not a one-time effort—it is an ongoing dialogue rooted in respect, inclusion, and opportunity.

We understand that advancing supplier diversity requires meaningful collaboration across the broader procurement ecosystem. These relationships help us expand our reach, ensure equitable access to procurement opportunities, and build a more inclusive and resilient healthcare supply chain. We work with our prime contractors and group purchasing organizations (GPOs) to encourage inclusion of diverse subcontractors. Through contract requirements and voluntary outreach, we promote inclusive subcontracting practices and encourage our larger vendors to align with our supplier diversity goals. We remain committed to leveraging every partnership and opportunity available to increase equity and opportunity in our procurement ecosystem.

We recognize that structural, procedural, and informational barriers can sometimes limit diverse business enterprises (including WBE, MBE, LGBTBE, and DVBE) from entering or thriving within the healthcare supply chain. We are committed to identifying and addressing these barriers to foster a fair and inclusive procurement environment. Methods for Identifying and Resolving Barriers. Supplier Onboarding Assistance. We provide one-on-one support for diverse businesses navigating our supplier registration and onboarding process. Flexible Bid Requirements for Emerging Businesses. Feedback and Appeals. Our mission is not only to invite diverse suppliers in—but to ensure they have the tools, guidance, and fair opportunities to succeed.
