The Valley Presbyterian Hospital Supplier Diversity Program's goal is to attract, support, partner and engage in mutually beneficial strategic business relationships with diverse business suppliers so as to provide equal access to VPH purchasing opportunities and promote supplier participation to reflect the diverse business community and patient population.

Valley Presbyterian Hospital’s short-term supplier diversity goals focus on expanding access to procurement opportunities for women, minority, LGBT, and disabled veteran business enterprises while avoiding quotas. Over the next 12 months, the hospital will continue using its Supplier Gateway Portal to review current purchasing activity, identify product and service categories where diverse suppliers may be available, and post applicable contracting opportunities for national, local, and community-based suppliers. Within the next 6 to 12 months, Supply Chain will work with the hospital’s Group Purchasing Organization to review primary and secondary spend, identify areas where diverse suppliers can be considered, and increase awareness of qualified suppliers in relevant purchasing categories. The hospital will also continue participating in supplier diversity expos and similar outreach events sponsored by its Group Purchasing Organization or health care partners to provide diverse suppliers with equal access to information about hospital procurement needs. During the same short-term period, Valley Presbyterian Hospital intends to improve supplier access by developing or updating a website connection that allows interested suppliers to contact the Supply Chain team and learn how to be considered for future opportunities. As information becomes available, the hospital will use supplier registration, spend review, outreach activity, and contracting opportunity data to better understand participation by women, minority, LGBT, and disabled veteran business enterprises and to support future reporting and program development.

Over the next three to five years, the hospital intends to strengthen its supplier diversity efforts by improving supplier outreach, expanding awareness of available contracting opportunities, and developing more consistent internal processes for reviewing qualified diverse suppliers when purchasing needs arise. As part of this long-term approach, Valley Presbyterian Hospital will continue working with its Group Purchasing Organization and other health care partners to identify diverse suppliers in applicable product and service categories. The hospital also intends to use supplier registration information, spend review data, and outreach activity to better understand where diverse suppliers are currently represented and where additional opportunities may exist. These efforts are intended to support equitable access to procurement opportunities and are not intended to establish quotas or guarantee contract awards. Over time, Valley Presbyterian Hospital will seek to improve communication with prospective suppliers by maintaining an accessible supplier contact or registration pathway through its website or other appropriate channels. As part of the supply chain team – all buyers are being educated and trained in the utilization of the Gateway Portal in an effort to include opportunities for suppliers in our purchasing process and supplier selection process. It is our intention to provide equal access for all suppliers to participate.

Any issues that may limit or impede an enterprise from becoming a supplier are typically related to operational or business requirements, such as pricing, supply chain resiliency, delivery frequency, service capability, product availability, quality standards, or compliance with existing contracts and vendor obligations. When these issues arise, the hospital works to resolve them through communication, collaboration, and partnership with the supplier. This may include clarifying hospital requirements, discussing pricing or delivery expectations, reviewing contract timing or compliance considerations, and determining whether the supplier can meet the needs of patient care and hospital operations. Where information about specific processes or formal programs is not yet available, the hospital continues to develop its approach and will share additional updates as supplier diversity practices, supporting documentation, or related procurement processes become available.

We have recommended community outreach through participating in the HASC diverse supplier workshops, networking, and participating in online workshops throughout the year. We have had some good leads through this process.

Valley Presbyterian is a member of the Vizient Group Purchasing Organization, and we have participated in the Supplier Gateway Diversity Platform. This platform analyzes our spend and identifies potential Vizient Contracted Diverse Suppliers. We plan on utilizing this platform more fully going forward in order to help with the AB962 initiatives.
6. Procurement Process and Certification

The general process is as follows: Departments order supplies or Services through the Purchasing Department We then go to our contracted vendors to create Purchase orders and provide them to the suppliers Once we receive in the goods, we deliver them to the requesting departments We have a warehouse for commonly used products for clinical areas, and we order products for this area every business day, and deliver to the clinical units every day. We routinely analyze our spend, vendor mix, and products for standardization, and savings opportunities. Supply Chain has routine Value Analysis Committee meetings to discuss new item requests, as well as savings / standardization opportunities for clinical areas.
