3. Outreach and Communication
Please describe the methods in which the hospital encourages and seeks out both prime and subcontract suppliers from women, minority, LGBT, and disabled veteran business enterprises to become potential suppliers
PVHMC’s outreach and communication strategy is designed to strengthen engagement with diverse suppliers, improve data visibility, and embed inclusive practices across the procurement lifecycle. Procurement leadership actively participates in events, conferences, and collaborative forums hosted by Communities Lifting Communities and the Hospital Association of Southern California to identify communication gaps, understand supplier barriers, and align with regional best practices. In 2025, PVHMC operationalized several key initiatives to enhance supplier diversity engagement. Diversity classification codes were implemented within internal systems to improve visibility into the diversity status of existing vendors and support informed sourcing decisions. In 2024, the organization also conducted a comprehensive outreach campaign, inviting all current vendors to register their diversity status through Supplier Gateway, PVHMC’s designated vendor diversity platform. To ensure sustainability and consistency, diversity data collection was integrated into the onboarding process for all new vendors. Additionally, standardized diversity language was embedded into all Requests for Proposals (RFPs), bids, and quotes, reinforcing expectations for vendors to disclose their diversity status and encouraging participation from certified diverse suppliers. Collectively, these efforts establish a structured, transparent, and proactive approach to advancing supplier diversity through targeted communication and engagement.
Please describe the methods in which the hospital encourages its employees involved in procurement to seek out women, minority, LGBT, and disabled veteran business enterprises to become potential suppliers
PVHMC encourages employees involved in procurement to actively identify and engage women, minority, LGBT, and disabled veteran-owned business enterprises through a combination of training, tools, and performance expectations embedded into daily workflows. Procurement staff are engaged through ongoing education and participation in supplier diversity roundtables, conferences, and collaborative forums hosted by Communities Lifting Communities and the Hospital Association of Southern California. These forums provide practical guidance on inclusive sourcing strategies, increase awareness of diverse supplier networks, and reinforce the organization’s expectations for equitable procurement practices. Internally, employees are equipped with system-based tools to support action. Diversity classification codes within the MMIS enable procurement staff to identify certified diverse vendors and intentionally include them in sourcing events and RFP opportunities. Standardized diversity language in all RFPs, bids, and quotes further reinforces expectations for supplier inclusion and employee accountability in outreach efforts. Employee engagement is also supported through structured processes, including the integration of supplier diversity data collection into vendor onboarding and the use of Supplier Gateway as a centralized platform for identifying and connecting with diverse suppliers. Staff are encouraged to proactively outreach to registered diverse vendors and expand participation in competitive bidding. Through these methods, PVHMC creates clear expectations, provides practical tools, and fosters a culture of accountability, ensuring that employees play an active role in expanding opportunities for diverse suppliers and advancing inclusive procurement practices.
